SCOPE OF WORK: The Tryon Creek Outfall Erosion Repair project consists of re-building a steep eroded slope near 1st Street & E Avenue in Lake Oswego. In a safe working environment, remove loose material and backfill the eroded area with processed granular material. The project includes geogrid, geocell and erosion control blanket installations. Remove existing overhanging section of 18-inch culvert outfall pipe and abandon the buried pipe while rerouting existing two storm laterals from the Oswegan Apartments through existing 18-inch culvert pipe to manhole in street. Apply for traffic and erosion control permits and install tree protection as required by tree protection permit.
COMPLETION: Project Substantial Completion shall be September 30, 2025 and Project Final Completion shall be October 14, 2025.

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870.
HOW TO SUBMIT A BID: Bids shall be submitted by ELECTRONIC MEANS ONLY and must be received up to the Bid Closing Time. To submit electronic (PDF) bids, a bidder must accurately complete the required fields and upload bid forms at:

Once submitted, the Bidder will receive an automated email confirmation. Bidder may also verify receipt by phone: 503.697.6510. Bids will not be accepted after the Bid closing time. Bidders are encouraged to submit bids early.
Bidders must submit a Bid Security to the City along with their Bid in an amount equal to ten percent.
BID OPENING: The bids shall be publicly opened at 2:30 p.m., local time, Tuesday, August 19, 2025. The Bid Opening will be accessible to the public online or telephone conference. The City will investigate and determine the qualification of the apparent successful Bidder as part of its evaluation of the responsive Bid with the highest points. See Special Provisions section 00120 – Bidding Requirements and Procedures.
Because the City’s estimate of the contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:00 pm local time on the date for the receipt of Bids. The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same link as the Bid.
QUESTIONS/CLARIFICATION: Questions about meaning or intent of the Bid Documents shall be submitted through the project bid site no later than seven (7) days prior to Bid Closing Time. Clarifications to the Bidding Documents will be made by addenda only. Oral statement may not be relied upon and will not be binding or legally effective.
