CITY OF BETHELBETHEL, ALASKAREQUEST FOR PROPOSALPROPERTY MANAGEMENT SERVICESRFP Issued:Deadline for Questions:Deadline for Pre-Award Protests:Proposal Due Date and Time:February 24, 2026March 27, 2026March 22, 2026April 1, 2026 at 2:00p1PROPERTY MANAGEMENT SERVICESSection 1 – Project SummaryThe City of Bethel is seeking bids from qualified contractors to provide Property ManagementServices for six (6) residential properties contained in two triplex units owned by the City ofBethel, located at 512 A, B, and C and 514 A, B, and C Fifth Avenue, Bethel.We believe the property will be available for lease May 1, 2026.The City will work with winner of this proposal to determine the appropriate lease rate for eachunit.General Description of ServicesThe selected contractor will serve as the property management representative for the City andshall be responsible for the ongoing oversight and maintenance of the six City-ownedresidential properties.Scope of WorkThe contractor shall provide the following services:Tenant Management Services• Application and Screeningo Accept and process tenant applications.o Conduct tenant background and reference checks.o Evaluate tenant eligibility based on City-defined criteria. Generally described as: 1) Employees of the State of Alaska; 2) Employeesof the local government 3) Other critical professionals with prior approvalfrom the Alaska Housing Finance Corporation (AHFC).o Recommend qualified applicants to the City for approval (or act under delegatedauthority).• Move-In and Move-Outo Conduct move-in and move-out inspections with documented condition reports.o Coordinate key exchange and utility setup assistance as applicable.• Rent Collection and Processingo Invoice tenants and collect monthly lease payments.o Track payment history and send delinquency notices when necessary.o Coordinate with the City on non-payment and, when authorized, initiate evictionprocedures in accordance with local and state law.o Provide monthly rent collection and tenant ledger reports to the City.2Routine Property Maintenanceo Conduct monthly inspections (exterior and interior upon coordination withtenant).o Perform or coordinate minor repairs (e.g., plumbing, HVAC, basic electrical, andappliance issues).o Address weatherization, seasonal upkeep (excluding snow removal).o Coordinate major repairs with the City when costs exceed the threshold forroutine maintenance (threshold to be identified in final contract).• Complaint and Issue Resolutiono Serve as the primary point of contact for tenant concerns or property-relatedcomplaints.o Respond promptly to repair requests or property-related emergencies.o Maintain a complaint/maintenance log and submit monthly summaries to theCity.• Inspection and Reportingo Provide written inspection reports biannually (or as requested) outlining thecondition of each unit and any recommended repairs or capital improvements.o Notify the City of any occupancy issues, unauthorized tenants, or potential leaseviolations.o Maintain confidentiality and professional conduct in all tenant interactions.Services Not Included• Snow removal.Contract TermThe initial contract will be for three (3) years, with the possibility of one (three) 3-yearextensions based on satisfactory performance and mutual agreement.Proposal Submission RequirementsAll proposals must include:• Company name, contact information, and business license/registration information.• Experience providing property management services (with references).• Fee schedule:o Monthly management feeso Hourly Rate if applicable for specific services, please describe the service notincluded in the monthly management fees.• Emergency response capabilities.• Description of maintenance team or subcontractor relationships.• Insurance documentation (liability and worker’s compensation).3Selection Criteria and Scoring MatrixProposals will be evaluated and scored based on the following criteria:Evaluation CriteriaMaximum PointsExperience and qualifications20 pointsResponsiveness to scope and service plan 25 pointsCost proposal35 pointsReferences and performance history 10 pointsLocal presence or availability10 pointsTotal100 pointsPreferred TimelineThe City seeks to have property management services under contract and active by October 1,2025. Proposers should indicate their availability to begin services.Section 2- Instructions to RespondentA. Questions or ClarificationsAll questions regarding this RFP shall be submitted via email. Emailed questions and inquirieswill be accepted from prospective Respondents in accordance with the terms and conditions ofthis RFP.All questions shall be submitted by email to the purchasing agent atpurchasingagent@cityofbethel.net on or before the date and time deadline shown on the coversheet of this RFP. In the Subject line, please put “Proposal: Property Management Services.”B. ProtestsProtests regarding any alleged improprieties or ambiguities in this request for Proposaldocument must be filed with the purchasing agent no later than the date and time shown oncover page of this RFP. Information on how to file a protest can be found in section 4.20.270 ofthe Bethel Municipal Code. The Code may be found on the City’s website:www.cityofbethel.org. The Code also describes the process for companies that wish to file post-selection protests.C. AddendaAll interpretations or corrections, as well as any additional RFP provisions that the City maydecide to include, will be made into an official addendum and posted on the City’s website:www.cityofbethel.org for all parties to download.4It shall be the Respondent’s responsibility to ensure that they have received all addenda beforesubmitting a Proposal. Any addendum issued by the City shall become part of the RFP.Each Respondent must, in its Proposal, acknowledge receipt of all City addenda published, butthe failure of a Respondent to receive, or acknowledge receipt of any addenda shall not relievea Respondent of the responsibility for complying with the terms thereof. Completion andsubmission of Attachment A will satisfy this requirement.The City will be bound by written addenda, not by oral responses to inquiries.D. Conflict of InterestAll City of Bethel employees and Bethel City Council members adhere to and follow a Conflict ofInterest Policy prohibiting them from directly or indirectly participating in procurement of acontract, if the city employee or council member knows, or should reasonably know that:1. The city employee or council member or any member of the city employee’s family hasa financial interest pertaining to the anticipated contract.2. Any other person, business, or organization with whom the city employee or councilmember or any member of their immediate family is negotiating or has an arrangementconcerning prospective employment is involved in the procurement.Violation of this policy by any Respondent is automatic grounds for disqualification of aProposal and/or a breach of contract.E. InducementAll City of Bethel employees and Council Members adhere to and follow the Conflict ofInducements Policy that prohibits gratuities or offers of employment in connection with adecision, approval, disapproval, or recommendation regarding any matter which affects the Cityor which the City is negotiating. Any attempt by a Respondent to violate this policy is automaticgrounds for disqualification of a Proposal.F. Non-CollusionEvidence of collusion or other anticompetitive practices among Respondents shall be groundsfor disqualification.G. DebarmentSubmission of a Proposal in response to this RFP is certification that the Respondent is notcurrently debarred, suspended, proposed for debarment, and/or declared ineligible orvoluntarily excluded from participation in any transaction by any State or Federal departmentsor agency. Submission is also an agreement that proposer will notify the City if there are anychanges in company debarment status.5
