REQUEST FOR PROPOSALSFORBALEFILL IN-SITU ENHANCED BIOREMEDIATIONPROJECT NO. 25-024FOR CITY OF CASPER PUBLIC SERVICES DEPARTMENTSOLID WASTE DIVISIONANDENGINEERING DIVISIONMarch, 2026Fee proposals are being requested from qualified consultants to provide design and constructionadministration services for In-Situ Enhanced Bioremediation for the Closed Balefill at the CasperRegional Landfill.Such proposals will be received by the City of Casper Public Services Department, CityEngineering Division, 200 North David, Casper, Wyoming, until 4:00 p.m., Local time, April 17th,2026.PROJECT BACKGROUND:BALEFILL IN-SITU ENHANCED BIOREMEDIATIONPROJECT NO. 25-024The Casper Regional Solid Waste Facility is required to perform water quality and methane emissionsmonitoring and reporting as part of the Wyoming Department of Environmental Quality, Solid HazardousWaste Division (WDEQ/SHWD) Balefill Closure Permit, Permit Number 10.070 for the Closed Balefill,and to meet the requirements for evaluating the effectiveness of Closed Balefill remedies in-place toreduce the environmental impacts to groundwater. To further remediation efforts, In-Situ EnhancedBioremediation is to be designed and implemented as an additional remedy.Exhibits Please see the following attached Exhibits that provide additional information as relates tothis RFP.Exhibit “A”Exhibit “B”Exhibit “C”Exhibit “D”Example Professional Services ContractAerial Map of Closed BalefillItems Eligible for Payment2025 Monitoring ReportThe selected Consultant shall provide the above services in accordance with all applicable Federal,State, Local laws and regulations.FundingFunding will be from the City’s Balefill Fund reserves and reimbursed by the WDEQ’s LandfillRemediation Program.Page 1 of 9I. SCOPE OF SERVICESThe Consultant shall perform the following services in connection with and respecting the Project. Thisis a scope of work that is subject to change during contract negotiations with the selected professionalservices firm (Engineer). Engineer must be able to provide all services indicated herein.1. Work Objective and General.A. Tasks already completed toward remediation of groundwater at the site include a natureand extent of contamination study (NES), an assessment of corrective measures (ACM),and construction of an initial remedy consisting of an impermeable membrane cap and agas collection and control system. Several years after implementation of the initialremedy, groundwater is still not in compliance with groundwater protection standards.The next remedy selected for implementation is in-situ enhanced bioremediation.Engineer shall complete work necessary to design the selected additional remedy,utilizing the findings of the NES and ACM work, administer construction contracts forthe selected remedy, operate and maintain the selected remedy, and other related tasks.B. The overall project work is intended to be accomplished in a phased manner. The contractshall be written for design of the selected remedy. Amendments are anticipated to add inthe work necessary to administer construction contracts, operate and maintain theremedy, and other related tasks, in a phased manner. The contract may also be amendedto include additional, design if the City determines such work necessary based onsubsequent monitoring or other information that comes to light. The contract andamendments will be issued for time periods necessary to complete each negotiated workphase. Amendments to the contract will be at the discretion of the City of Casper andWyoming Department of Environmental Quality (WDEQ) and will be conditioned uponsatisfactory performance and successful negotiations for the continued work. Theschedule for meeting milestones, submitting deliverables, and review will be definedduring contract negotiations.C. The landfill owner/operator is the City of Casper (City). A designee for the City will beinvolved in the work and may review and comment on work products submitted byEngineer. Engineer will meet with WDEQ and the City at appropriate milestonesthroughout the life of the project.D. Except where noted, Engineer shall submit drafts of all deliverables, including reports,designs, plans, etc., for WDEQ and City review before finalizing them. Reviews mayinvolve both written comments and verbal discussion during meetings. Engineer shallrespond to all review comments and make revisions as appropriate, and shall not finalizeproducts until given approval to finalize. Except when comments are minimal, Engineershall normally provide a written response to all written comments.Page 2 of 9E. Engineer shall submit deliverables in electronic format to both WDEQ and the City andshall be in pdf, Sanitas, WORD, AutoCAD, or other appropriate format approved by theCity of Casper.2. Project Management. Engineer shall provide general project management services throughoutthe duration of the Contract. These activities are generally related to most or all of the othermajor work activities and phases and shall be included within each as needed. Projectmanagement tasks include, but are not limited to, the following:A. Invoicing and budget tracking.B. Arranging subcontract services.C. Scheduling.D. Coordination of activities with WDEQ, the City if Casper, subcontractors, etc.E. Preparing cost estimates for additional contract tasks.F. Preparing planning documents, including, but not limited to, work plans, health andsafety plans, and sampling and analysis plans. These may be on a project-wide basis orfor a specific task, depending on circumstances, and shall be complete before thecorresponding work begins. Health and safety plans shall be submitted to WDEQ for itsinformation and records but are not intended to be for WDEQ approval. Work plans,sampling and analysis plans, and other similar plans normally do require WDEQ reviewand approval before the corresponding work begins.G. Meetings. Arrange and attend meetings with WDEQ and City staff at least monthly todiscuss project status, scheduling, coordination, issues, etc. These will normally be byconference call but will also be in person at times and may be more often if and whennecessary.H. Permitting, clearances, notifications. Obtain permits and approvals needed fromapplicable regulatory agencies for the work. Obtain easements, rights-of-way, or otherapplicable permission from property owners for offsite work. Obtain clearances foroffsite activities when needed related to such issues as threatened and endangeredspecies, cultural resources, sage grouse, etc. Provide all required notifications toapplicable entities.I. Other related activities as needed.3. Design Remedy. This will be included in the initial contract. Engineer shall prepare a fulldetailed design of the selected additional remedy, in-situ enhance bioremediation, adequate forbidding and construction. If further additional remedies are later determined necessary, thePage 3 of 9contract may be amended accordingly. Design shall meet Wyoming Solid Waste Rules Chapter2, Wyoming Water Quality Rules Chapter 27, and all other relevant regulatory requirements andindustry standards.A. Design Concept. The basic concept of the remedy is explained in the ACM. It isexpected that the detailed design will further develop and improve upon the conceptspresented in the initial ACM. It is preferred that injections be placed as close to the wastemass as feasible, so that monitoring wells within the permit area can provide evidence ofwhether compliance with groundwater protection standards is achieved at the permitboundary.B. Subtasks. Major subtasks include, but are not limited to, those listed below.(i) Survey surrounding areas to the extent needed for the design, permitting,construction, and other foreseeable activities of the overall project scope.(ii) Subsurface investigation as needed to develop design. This may includegeotechnical and hydrogeological testing, groundwater chemical and biologicaltesting, pilot studies, and other related activities. Design report documentingpertinent design assumptions, methodologies, calculations, etc.(iii) Plans and specifications of adequate detail for bidding and construction byconstruction contractors.(iv) Project manual, including project specific construction contract documents. TheCity of Casper will provide several of the necessary documents, including therequest for bids, contract, bonds, and supplementary conditions.(v) Construction Quality Assurance (CQA) Plan.(vi) Estimate of probable construction cost.(vii) Allow for at least two major design review stages by WDEQ and the City, atroughly the fifty percent and ninety percent complete stages. However, alsocommunicate regularly to discuss major design decisions, to discuss pertinentissues as they arise, to provide updates, etc., so that issues affecting design can beaddressed efficiently.(viii) Permitting as required from all applicable entities, including WDEQ Solid andHazardous Waste Division (SHWD) and Water Quality Division.4. Construction Oversight (CO). This will be included when specifically added by an amendment.The City of Casper shall administer the bidding and construction process through the City’sbidding standard procedures. Engineer shall provide services to assist the City in with thosePage 4 of 9procedures. Engineer shall provide all services assigned to Engineer in the construction contractdocuments, the CQA Plan, and this scope of work. Major subtasks for Engineer include, but arenot limited to, those listed below.A. Conduct a pre-bid conference including discussion of important issues, site tour, andissuing meeting notes.B. Issue answers to bidder questions.C. Issue addenda.D. Evaluate bids received and provide a recommendation regarding award of theconstruction contract.E. Hold preconstruction meeting and regularly scheduled progress meetings with contractor,major subcontractors, WDEQ, City of Casper, and other stake holders. The frequency ofprogress meetings will depend on the complexity and scale of each construction projectbut is tentatively expected to be weekly.F. Provide construction observation and oversight to ensure to the extent practicable thatconstruction is in general conformance with the design and contract documents. Provide aresident project representative. Provide additional field staff if necessary. Implement theCQA Plan. Maintain daily records of site conditions, progress, issues, testing, etc.G. Review and respond to or make recommendations as appropriate regardingcorrespondence and submittals from contractor, such as schedules, shop drawings,product technical submittals, requests for information, change requests, payment requests,etc.H. Maintain all records pertinent to the construction oversight process. Issue a certificationreport and record drawings at the conclusion of construction.I. The completion timeframe for the construction oversight work shall be included in theamendment that specifically adds it to the Contract.5. Development of Operation, Maintenance, and Monitoring Plan (OMM). The full scope ofthese Plan will be determined based on the remedies implemented but will include at least thefollowing:A. Develop OMM Plan activities according to the approved EMP (and Operation &Maintenance manuals, if applicable). Provide roughly even spacing between monitoringevents.Page 5 of 9
