Bid Detail25-191 - 2025 Annual Pavement Markings Contract
End date: Monday July 7, 2025 at 2 p.m.Bid documents will be available beginning June 18, 2025 at the Office of Procurement. Bidders can also request a copy on the City’s website on the Procurement Department’s page at www.springfieldcityhall.com.
Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 30 section 39M. The conditions of employment and wage rates, as set forth by the Massachusetts Division of Occupational Safety shall prevail in the execution of the work under this contract.
BIDDERS MUST BE PRE-QUALIFIED THRU THE MASSACHUSETTS DEPARTMENT OF TRANSPORTATION. The Massachusetts Department of Transportation will be providing the City of Springfield with an official contractor bid list for all contractors that are prequalified in the specific class of work, under Highway Construction category with a single contract limit at or above the dollar value of the project. The prequalification office will also provide a list of those contractors who have been granted a waiver by the prequalification committee to bid the project. If company/firm, requesting bid documents is not prequalified under “Pavement Markings” bid will be given out for informational purposes only. Awarding Authority reserves the right to extend the contract for two (2) additional 12-month options. Valuation for purposes of MassDOT Prequalification is based on first year times three (3) to arrive at an estimated total value of all bid items. The estimated value provided in this Invitation to Bid is for one year. Vendors are expected to be able to provide their services over three (3) years at three (3) times the initial estimated value.
Estimated total project cost is $529,000 (one-year).
Project Scope of Work - Marking where necessary, or indicated by the Engineer, the limits of removal; the locations of pavement lines; arrows; sharrows; and legends.
Removal of Approximately: 500 SF of Pavement Marking Removal.
Painting of Approximately: 150,000 LF of 4” Reflectorized White Lines (Painted), 42,000 LF of 4” Reflectorized White Lines (Hand-Painted), 250,000 LF of 12” Reflectorized White Lines, 1,050,000 LF of 4” Reflectorized Yellow Lines (Painted), 5,000 LF of 4” Reflectorized Yellow Lines (Hand-Painted), 30,000 SF of Pavement Arrows and Legend Reflectorized White (Painted) markings, and some painting of thermoplastic lines and legends throughout the City of Springfield.
The City of Springfield supports the goal of twenty percent (20%) minority and women participation in all contracts.
All questions regarding the bids or the specifications must be received by the Office of Procurement no later than June 26, 2025 by 4:00 P.M.
The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
