NOTICE TO BIDDERS – ADVERTISEMENT OF BIDNotice is hereby given that the Oneida County Purchasing Department will accept sealed bids for:REHABILITATION OF OSWEGO ROAD (BIN 2206390) OVER FISH CREEKPIN 2755.13; LD041921BID REFERENCE NO. 2393The project is being administered by Oneida County on behalf of the Owners (Town of Vienna and theCity of Rome) and the work site is located in the Town of Vienna. The projects limits extend from: 300 ft.west to 100 ft. east of the bridge over Fish Creek.The work includes providing all labor, materials, machinery, tools, equipment and other means ofconstruction necessary and incidental to the completion of the work shown on the plans and describedin these specifications including, but not necessarily limited to the following: removal and replacementof the existing concrete bridge deck, minor steel girder repairs and painting, minor concrete repairs,concrete sealing, heavy-stone fill placement, and guiderail installation. The proposed work will beperformed while traffic is maintained via an offsite detour.This is a BridgeNY (Federal Aid) Project and NYSDOT Standard Specifications, officially finalized andadopted on January 1, 2026 as posted on the New York State Department of Transportation’s websitemust be followed by the successful bidder.The DBE goal for this project is: 0%. There are no M/WBE or SDVOB goals for this project.The EEO Employment goals for this project are: 2.1% Minority Employment Goal6.9% Women Employment GoalThe use of the NYSDOT approved civil rights reporting software, Equitable Business Opportunities (EBO),is required. Access authorization to EBO can be found at https://ebo.dot.ny.gov/.Oneida County, in order to promote its established Affirmative Action Plan, invites sealed bids fromminority groups. Successful bidders will be required to pay prevailingwage rates on this contract.Oneida County reserves the right to consider the bids for forty-five (45) days after receipt beforeawarding any Contract, and to waive any minor informalities in, and to reject, any and all bids. All bidsare subject to final review and approval by Oneida County before any award of contract may be made.Receipt of bids by Oneida County shall not be construed as authority to bind Oneida County.All work associated with the project shall be substantially completed within 150 calendar days from theNotice to Proceed and no later than December 18, 2026, whichever comes first.
