Summary

The Las Virgenes Municipal Water District is seeking Proposals to provide engineering design and construction support services for the Equestrian Tank Rehabilitation Project. Proposals are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/lvmwd , no later than 5:00 pm on Wednesday, March 25, 2026 . Design Engineering Services will include:

  • Review of available materials from the District and other sources and research
  • Preparation of plans and specifications for construction
  • Opinion of probable construction cost shown in the bid format
  • Bidding and construction support services

A preliminary scope of work is included to assist you in the preparation of your proposal. Failure to submit information in accordance with the requirements in this Request for Proposal (RFP) may be cause for disqualification.

Background
Each year the District completes inspections and cleaning of 5 (of 26) potable water tanks and 3 (of 3) of the recycled water tanks. With these inspection reports, and recommendations from Technical Services, Operations, and Maintenance, the District maintains a tank condition assessment and rehabilitation program. The goal of the program is to identify tanks in need of maintenance, prioritize from highest to lowest, and plan rehabilitation projects accordingly. The inspection and cleaning for Equestrian Tank took place in February 2025.
Equestrian Tank is a 4.2 MG potable water storage reservoir located near Westlake Lake in Westlake Village. It is a below-grade concrete reservoir built in 1971 in the 1227-foot pressure zone, serving the community of Westlake Village.
Since 2004, alkali-silica cracking (ASC) has been observed within the tank. Subsequent structural inspections have observed no significant structural distress, but cracking is present in the columns and pilasters. This rehabilitation project will be intended to perform necessary repairs to prolong the life of the tank and address ASC. The scope of work for the rehabilitation of this tank will at a minimum consist of the following: repair of structural elements including footings, columns, pilasters, and roof (which may include crack injection, CFRP wrapping, or other rehabilitation methods); updating site security measures; seismic retrofitting if necessary; and ancillary improvements. The District expects the selected consultant to perform their own investigations and to determine additional repairs or retrofitting that may be necessary as part of the rehabilitation project. Security upgrades for this project may include installation of conduit for future security camera, electronic lock installation (by others), security fence upgrades, and lighting upgrades.
