Proposals via email shall be submitted toMelinda.monroe@ci.bremerton.wa.us, with RFP title noted on the subject line of the email to ensureproper handling and delivery. All electronic documents shall be in PDF format and shall not exceed 10MB in size and in zipped file. It is recommended under Message Properties the box for “Request a deliveryreceipt for this message” be checked as this is the only method by which verification of delivery will begiven. Emailed Proposals will be received until 1:00 P.M. The City’s needs are outlined in thefollowing request for proposal (RFP).TIMEFRAMEThe City’s intended process and timeline for selecting a contractor is as follows (subject to change):• Issue RFP:• Deadline for Proposal Submittal• Award of Contract• Service Dates:02/19/20263/6/20263/31/20262026-2028If at any time the City changes, revises, deletes, clarifies, increases or otherwise modifies the RFP theCity will issue a written addendum to the RFP.Interested firms should submit the following:• W-9• Proposal and Acknowledgement of Addenda• References• Rate Schedule – Cost Proposal AgreementThe proposal must contain the following information:• The names of individuals (and the names of their respective employers) who will be providingservices for this project, and their areas of expertise.• Rates and fees tableTERMS AND CONDITIONS1. It is the responsibility of all offerors to examine the entire Request for Proposal package and seekclarification of any requirement that may not be clear and to check all responses for accuracy beforesubmitting a proposal. Negligence in preparing a proposal confers no right of withdrawal after duedate and time.2. The City is not responsible for any equipment or software failure that may cause delay or non‐delivery of an electronic submittal. The official submission time of an electronic proposal will be asmarked by Outlook in the City staff’s email inbox.3. At the appointed bid/proposal closing date and time, the City’s Contract’s Administrator will makethe proposals public.4. It should be noted that all the material, exhibits, and data presented in this RFP andsupplemental information is general in nature and shall not be deemed as representations orinducements to which the City is bound. Proposers are advised to conduct independentevaluations of all factual, financial, and legal matters upon which their Proposal is based. TheCity shall not be liable for Proposer’s reliance on any information contained in this RFP.4CITY OF BREMERTONRequest for Proposal for provision of Interpreter and Language Service Providers5. The City reserves the right to reject any and all proposals, to waive minor irregularities in anyproposal and to change the selection process or timeline.6. The City reserves the right to request clarification of information submitted, and to requestadditional information from any proposer.7. The contract resulting from acceptance of a proposal by the City shall be in a form supplied by theCity and shall reflect the specifications in this RFP. The City reserves the right to reject anyproposed agreement that does not conform to the specification contained in this RFP, and which isnot approved by the City Attorney’s Office.8. The City shall not be responsible for any costs incurred by an interested party in preparing,submitting or presenting its response to the RFP.9. All submitted documents are public and subject to disclosure.10. This procurement is subject to the Washington Public Records Act (the “Act”), chapter 42.56 RCW.Once in the City’s possession, all of the RFP Submittals shall be considered public records andavailable for public records inspection and copying, unless exempt under the Act. If a Respondent orProposer considers any portion of an RFP Submittal to be protected under the law, whether inelectronic or hard copy form, the Respondent or Proposer shall clearly identify each such portion withthe word “PROPRIETARY”. The City will notify the Respondent or Proposer in writing of the requestand allow the Respondent or Proposer ten (10) days to obtain a court order enjoining release of therecord(s). If the Respondent or Proposer does not take such action within the ten (10) day period, theCity will release the portions of the RFP Submittal deemed subject to disclosure. All Respondents andProposers who provide RFP Submittals for this procurement accept the procedures described aboveand agree that the City shall not be responsible or liable in any way for any losses that the party mayincur from the disclosure of records to a third party who requests them.END OF NOTICE TO PROPOSERS5
