Project Description
Request for Proposals 4-Year On-Call Water Loss Response Services

The Public Works Department, Facilities Management team is seeking a qualified contractor to provide on-call emergency water-loss mitigation, water-intrusion source investigation, leak repair, structural drying, and restoration services to protect facility interiors and building systems from water-loss events. The selected contractor shall maintain the capability to receive and respond to emergency service requests outside of normal business hours, including evenings, weekends, and holidays, as circumstances require. Contractors are expected to monitor and respond to City service requests diligently and as promptly as reasonably practicable, giving appropriate consideration to the nature and severity of the reported condition, weather conditions, site access, safety considerations, and the availability of necessary personnel, equipment, and materials. Upon notification by City personnel of an active or suspected water intrusion, the Contractor shall investigate the reported condition, identify the source or likely source of the water intrusion, and provide appropriate temporary mitigation, repair, drying, and restoration services as authorized by the City.

The scope of work includes, but is not limited to, the following:

1. Emergency Response & Leak Containment

a) Emergency Response and Availability: Contractor shall maintain the capability to receive and respond to emergency service requests outside of normal business hours, including evenings, weekends, and holidays, as circumstances require. Contractor shall acknowledge, prioritize, and respond to emergency service requests diligently and as promptly as reasonably practicable based on the nature and severity of the reported condition, weather conditions, site access, safety considerations, and the availability of necessary personnel, equipment, and materials. Contractor shall coordinate with the City regarding the anticipated timing and manner of response when circumstances prevent immediate action or require additional time to mobilize the necessary personnel, equipment, or materials.

b) Leak Source Detection & Emergency Plumbing: Upon notification by City personnel of an active or suspected water intrusion, Contractor shall investigate the reported condition and identify the source or likely source of the water intrusion. Contractor shall inspect the affected area and associated building components as necessary to determine the likely point of water entry. Investigation methods may include visual inspection, moisture measurements, thermal/infrared imaging, acoustic or electronic detection, limited testing, and other reasonable diagnostic methods appropriate to the reported condition.

c) Containment: Contractor shall take reasonable and appropriate measures to stop or reduce active water intrusion and prevent further damage. Work may include temporary repairs, isolation of plumbing or other water sources, sealing of openings, temporary weatherproof components, or other measures appropriate to the source of the water intrusion.

d) Temporary Protection: When permanent repairs cannot reasonably be completed during the initial response, Contractor shall provide temporary measures reasonably necessary to prevent or minimize additional water intrusion and damage until permanent repairs can be authorized and completed.

2. Water Extraction & Structural Drying

a) Water Extraction: Remove standing and accumulated water from affected areas using appropriate commercial-grade extraction equipment and methods.

b) Affected Materials: Identify materials and building components affected by water intrusion and, when authorized by the City, perform limited removal or demolition of materials that cannot reasonably be dried or restored.

c) Drying Equipment: Provide and operate appropriate commercial-grade air movers, dehumidifiers, air filtration equipment, and other drying equipment necessary to facilitate drying of affected building materials.

d) Structural Drying: Establish and maintain an appropriate drying plan based on the extent and nature of the water intrusion. Contractor shall adjust the placement and operation of drying equipment as conditions change and as indicated by moisture monitoring.

e) Moisture Remediation: Identify areas of elevated moisture and perform appropriate moisture remediation measures to reduce the potential for secondary damage and microbial growth.

3. Daily Moisture Monitoring & Log Documentation

a) Initial Assessment: Document the condition of affected areas upon arrival, including the reported location of the water intrusion, observed damage, affected materials, and initial moisture conditions.

b) Moisture Monitoring: Conduct periodic site inspections and moisture measurements during the drying process to document the progress of drying. Monitoring shall include moisture readings of affected building materials and, where appropriate, temperature and relative humidity readings.

c) Progress Documentation: Maintain photographs, moisture readings, equipment information, and other documentation reasonably necessary to demonstrate the progress of water extraction and structural drying.

d) Drying Progress Reports: Provide the City with periodic progress updates during active drying operations. Reports shall identify work performed, current conditions, equipment deployed, moisture readings, areas remaining affected, and any issues requiring City direction or authorization.

e) Completion Documentation: Upon completion of drying activities, provide the City with a final report documenting the work performed, final moisture readings, remaining conditions, equipment removed, and any recommended additional repairs or restoration.
