RFQ 2026-01 On-Call Planning Consultants

The Solano Transportation Authority (STA) invites qualified consultants to submit a Statement of Qualifications (SOQ) to provide On-Call Plan Development Support Services to the STA. The STA develops Solano countywide transportation and land-use plans. These plans are vital to improving the County’s transportation system.

On-Call Bench of Consultants to Provide

Solano Countywide Plan Development Services

1. Given the relatively short timeframe for submittal, would STA entertain extending the

submittal deadline?

Response

Unfortunately, the submittal deadline is not flexible. The Statement of Qualification is due

to the STA office no later than 4:00 P.M. on Friday, March 6, 2026.

2. Does STA prefer to have complete teams, including subconsultants, that we may use for any

given assignment, or are we allowed to add subconsultants as tasks are released?

Response

The Statement of Qualification will be evaluated based on the experience and ability of the

consultant to effectively deliver the services needed. Based on this, the STA prefer to have

complete teams including subconsultants.

3. Do you have an estimated number of consultants you are planning to select?

Response

The number of consultants we anticipate shortlisting on the on-call bench depends on the

number and quality of the Statements of Qualifications that we receive by the submittal

deadline. Ideally, the number of shortlisted consultants would be between three to five

consultants.

4. Should we identify a Disabled Veteran Business partner if state funds are used, or can that be

included when the mini-RFPs are released?

Response

This question is related to question #2. We prefer to have the Disabled Veteran Business

partner identified in the Statement of Qualification.

5. Do you want us to use Exhibit 10-H for the cost proposal, or can we submit a cost proposal

with the same information in a different format?

Response

We prefer for consultants to utilize Exhibit 10-H for the cost proposal.
