2025 PAVING MANAGEMENT
FOR
CITY OF LAKE OSWEGO
LAKE OSWEGO, OREGONBid Closing Time: 2:00 p.m., local time, February 11th, 2025
Engineer's Estimate: $500,000 to $1,000,000SCOPE OF WORK:
- Temporary signage, protection and traffic control
- Replace stormwater catch basins
- Asphalt concrete removal (grinding)
- Complete manhole and other utility adjustments
- Construction of asphaltic concrete pavement inlays and overlays
- Install pavement markings
- Performance of additional and incidental work as called for by the specifications and plans.
COMPLETION: Project Substantial Completion shall be July 12, 2025 and Project Final Completion shall be August 1, 2025.
MANDATORY PRE-BID MEETING: January 29, 2025 at 9:00 a.m. Interested bidders may attend by:

HOW TO REVIEW CONTRACT TERMS, CONDITIONS, AND SPECIFICATIONS: The Contract Documents may be reviewed and examined:

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870.
HOW TO SUBMIT A BID: Bids shall be submitted by ELECTRONIC MEANS ONLY and must be received up to the Bid Closing Time. To submit electronic (PDF) bids, a bidder must accurately complete the required fields and upload bid forms at:

Once submitted, the Bidder will receive an automated email confirmation. Bidder may also verify receipt by phone: 503.635.0267. Bids will not be accepted after the Bid closing time. Bidders are encouraged to submit bids early.
Bidders must submit a Bid Security to the City along with their Bid in an amount equal to ten percent.
BID OPENING: The bids shall be publicly opened at 2:30 p.m., local time, February 11, 2025. The Bid Opening will be accessible to the public online or telephone conference. Bidders and interested persons may attend the Bid Opening by viewing online and telephone conference. Interested bidders may attend by:

If a Bidder wishes to be personally present at the Bid Opening or if you have accessibility concerns, please contact the Project Manager at least Four (4) business days prior to the Bid Opening.
The City will investigate and determine the qualification of the apparent successful Bidder as part of its evaluation of the responsive Bid with the highest points. See Special Provisions section 00120 – Bidding Requirements and Procedures.
Because the City’s estimate of the contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:30 pm local time on the date for the receipt of Bids.The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same link as the Bid.
QUESTIONS/CLARIFICATION: Questions about meaning or intent of the Bid Documents shall be submitted through the bid site no later than seven (7) days prior to Bid Closing Time. Clarifications to the Bidding Documents will be made by addenda only. Oral statement may not be relied upon and will not be binding or legally effective.
