Description: The Churchill County Board of County Commissioners is currently accepting bids to perform renovations of the Churchill County Annex Building. The “Work” to include the following:
- Demo existing walls including electrical and data, doorways, and interior windows.
- Remove existing flooring and baseboards.
- Construct interior walls including tape and texture.
- Install new electrical receptacles, switches, and data.
- Install new doors including trim and hardware.
- Install new carpet tiles, LVT flooring, and baseboards.
- Adjust existing lighting and HVAC registers as necessary.
- Remove and replace all receptacles, switches, and wall plates.
- Prime and paint interior walls.
- Install wiring for cameras and door access points as required.
- Install security cameras and door access points.
Project plans and scope of work are included in the specifications attached as Exhibit A. The specification may be supplemented with more detailed drawings, descriptions, and requirements at the mandatory pre-bid meeting which shall automatically become part of the bid packet.

It is mandatory that bids be received at the Churchill County Public Works Department, 270 S.Maine Street, Suite A, Fallon, Nevada 89406, before 2:00 p.m. on Thursday December 18, 2025Bids received after the above-indicated time shall be deemed non-responsive and shall not be givenconsideration, in the subsequent bid evaluation and award recommendation process.B. To ensure that all bids will be considered, proposals shall be forwarded in an opaque envelope andmarked “BID ON CHURCHILL COUNTY ANNEX BUILDING TENANT IMPROVEMENTPROJECT” in bold lettering.Page 2 of 7PWP No. CH-2025-487INVITATION TO BIDCHURCHILL COUNTY PUBLIC WORKS270 S. Bids will be opened, viewed and analyzed on Thursday December 18, 2025, at 2:00 pm at theChurchill County Public Works Department.D. Bids shall be awarded on January 6, 2026, during a regular meeting of the Board of CountyCommissioners at 155 N. Taylor Street, Churchill County Administration Building, CommissionChambers, Fallon, Nevada 89406.E. Bids may be mailed or hand delivered to the office of the Churchill County Public WorksDepartment in accordance with the provisions of Sec. 1.0 A above. Regardless of the method ofdelivery, the bids must be received by the close of bidding to be considered.2) OPEN MEETING LAW: This invitation and bid, the award of the bid and ensuing performance issubject to Nevada’s Open Meeting Law found in NRS Chapter 241, and Nevada’s Purchasing Lawfound in NRS Chapter 332. Bidders should note that all public business will be conducted in an openmeeting, and challenges to the bid process or award must comply with those statutes. Violations of anyportion of the relevant Nevada or federal law may result in the contract being declared void.3) EQUIVALENCY: All items requested to be sourced under this bid must meet the specifications set forthin Exhibit A. Should any item to be sourced be identified by a particular manufacturer, the item may bemet by an equivalent item from another manufacturer. The Churchill County Board of CountyCommissioners shall have the sole authority to determine whether an item is equivalent.4) TIME OF COMPLETION: All work shall be completed by May 1, 2026.5) PUBLIC WORK: This Work is a public work as defined in NRS 338.010. All invitation and bid, theaward of bid, and ensuing construction of the Work are subject to Nevada’s laws related to public worksfound in NRS Chapter 338. The successful bidder will comply with all requirements of NRS 338including the payment of prevailing wage.6) MANDATORY PRE-BID MEETING: A mandatory pre-bid meeting and review of the worksite shallbe conducted on Thursday December 4, 2025, at 3:00 pm. Any person wishing to bid on this projectmust have at least one representative attend the mandatory pre-bid meeting.7) PREPARATION OF BIDa) Bidders are expected to examine the drawings, specifications and all instructions of this Invitation andBid. Failure to do so will be at the bidder's risk.b) Any irregularities or lack of clarity in the Invitation to Bid should be brought to the attention of theDirector of Public Works for correction or clarification. Unless ambiguities or irregularities existing inthe Invitation and Bid are brought to the attention of the county department, they shall be construed infavor of Churchill County.c) Any addendum issued shall become a part of the bid and Contract. Bidder shall be required toacknowledge the addendum by signing and returning it with the original bid documents.d) This entire document and any addendums thereto must be returned as part of the bid. COPIES ARE NOTACCEPTABLE.f) The person signing this bid must initial erasures or other changes in ink.8) SUBMISSION OF BIDSa) Bids shall be submitted in DUPLICATE on the forms provided by Churchill County.b) Bids and addenda thereto shall be submitted in an enclosed envelope to the Churchill County PublicWorks Department, 270 S. Maine Street, Suite A, Fallon, Nevada 89406, before 2:00 p.m. on ThursdayDecember 18, 2025. Churchill County must receive all bids and addenda prior to the receiving timespecified to be considered. All envelopes containing bids must have the name and address of the bidder,date of opening and the invitation number on the face of the envelope.c) Telegraph or telephone bids will NOT be considered.d) When a bid surety is required, such surety will be acceptable only in the form of a bid bond, certifiedcheck, or cashier's check in the amount prescribed. This surety must accompany the bid. After theBoard of County Commissioners has made an award, the surety of the unsuccessful bidders shall bereturned. The surety of the successful bidder shall be retained until satisfactory performance has beenrendered.9) LATE BIDSa) Bids received after the receiving time specified in the Invitation and Bid shall be rejected.b) BIDDER SHALL NOTE THAT THE RECEIVING TIME IS NOT THE OPENING TIME.10) WITHDRAWAL OF BIDSa) Bids may be withdrawn by written or telegraphic notice received prior to the bid opening time.b) Withdrawal requests received after the bid opening time cannot be considered.11) AWARD OF CONTRACTa) Every contract or order for goods must be awarded to the lowest responsive and responsible bidder,based on the factors listed in NRS 332.065 and 332.085. Churchill County shall not be obligated toaccept the lowest bid, but will make an award in the best interest of the County after all factors havebeen evaluated.b) Churchill County reserves the right to reject any or all bids, to waive any informality in the bid form,and to hold the bids for a maximum of sixty (60) days from the date of opening before awarding orrejecting a bid.c) No contract awarded may be assigned to any other person without the consent of the governing body.Requests for assignment shall be submitted to the Board of County Commissioners.12) INCORPORATED DOCUMENTSa) A Sample Contract is attached hereto as Exhibit B. The successful bidder shall execute a contractsubstantially in line with the Sample Contract within 10 days of the Notice of Award. A vendor’s bid shall not contradict or supersede any County Specifications, terms orconditions without written evidence of mutual assent to such change appearing in the Contract.13) DEFAULT OF CONTRACTa) In case of default by a contractor receiving a bid award, Churchill County may procure the items orservices from other sources or sell the equipment to another source and hold the bidder liable for anyexcess cost occasioned thereby.14) BONDSa) Any bidder must enclose with its bid a bidder’s bond for not less than 5% of the amount of the bid,including any alternates.b) Any successful bidder shall enter into and provide a performance bond for 100% of the value of thework within 10 days of the Notice of Award.15) SUBCONTRACTORSa) Within two (2) hours after the completion of the opening of the bids, the Contractors who submitted thethree lowest bids must submit a list of each subcontractor who will provide labor or a portion of theWork or improvement to the Contractor for which he will be paid an amount exceeding one percent(1%) of the prime contractor's total bid or $50,000, whichever is greater.16) PREFENTIAL BIDDER STATUSa) Any bidder who wishes to receive Preferential Bidder Status under NRS 338.147 shall submit anaffidavit of entitlement to that status and a copy of the Certificate of Eligibility issued by the State ofNevada Contractor’s Board.17) GOVERNING LAW; JURISDICTIONa) This Contract and the rights and obligations of the parties hereto shall be governed by, andconstrued according to, the laws of the State of Nevada. The parties consent to the jurisdictionand venue of the Tenth Judicial District Court, Churchill County, Nevada for enforcement of theContract.18) PROTEST OF AWARDa) Right of Protest. Any person who has submitted a bid or proposal to the County for the award ofa contract pursuant to the provisions of NRS Chapters 338 may file a written protest with theCounty provided the Protester complies, as a condition precedent to consideration of such protest,with the procedure set forth herein.b) Filing of Protest. The written protest must be submitted in writing to the County Manager withinfive (5) business days after the Notice of Award is issued by the Board of County Commissioners.Page 5 of 7PWP No. CH-2025-487INVITATION TO BIDCHURCHILL COUNTY PUBLIC WORKS270 S. MAINE STREETFALLON, NV 89406(775) 423-7627Opening Date : 12/18/2025Opening Time: 2:00 pmc) Protest Information. The written protest shall contain, at a minimum, the following information:1. Bid or Request for Proposal identification number and/or title,2. The name and address of the Protester and the title or position of the person submitting theprotest on behalf of the Protester,3. A statement setting forth with specificity all of the reason the Protester believes theapplicable provisions of law were violated and including as a part thereof the following:a. A detailed description explaining how the issue or issues protested created anadvantage to the other bidders, or a disadvantage to the Protester, or both,b. A detailed statement explaining how the issue or issues protested resulted in a higherbid being submitted by the Protester along with evidence showing the amount of theincrease, andc. A detailed statement explaining how the issue or issues protested resulted in a lowerbid being submitted by the other bidders along with evidence showing the amount ofthe increase.d. A statement describing the relief sought by the Protester, ande. Such other information as the Protester deems to be material.d) The Protester shall provide such additional information requested by the County which it deemspertinent to the consideration of the protest. The written protest shall identify all of the issues andarguments which support the Protester's claim that the award of the contract should not be madeas proposed by the County, and any and all subsequent appeals of the decision rendered upon theprotest shall be limited solely to the issues and arguments set forth therein, and shall not includeany new or additional issues or arguments.e) Protest Security. As a condition precedent to any consideration of the written protest, the Protestermust post a security (the "Protest Security") in the form of cash, bond, cashier's check, certifiedcheck or money order made payable to the County. The amount of the Protest Security shall be (i)25% of the total value of the bid submitted by the Protester to the County, (ii) 25% of the amountof the contract as estimated by the County, or (iii) $250,000, whichever is the lesser amount. TheCounty Manager will deposit the Protest Security into the appropriate County account until a finaldetermination is made on the Protest.f) If the Protest is upheld, or the County decides to reject all bids in connection with the Project, thefull amount of the protest Security will be returned to the Protester. If the County Manager rejectsthe protest, the County will return the Protest Security within thirty (30) days of the decision afterdeduction of the costs and expenses (such as the hourly wage or salary of the employees involvedin reviewing the protest) incurred by the County in considering the protest.
