DescriptionThis is a pre-solicitation synopsis. The Air Force Life Cycle Management Center (AFLCMC) Enterprise Logistics Readiness Portfolio (AFLCMC/GBS), under the Business and Enterprise Systems (BES) Directorate, Wright-Patterson Air Force Base (WPAFB), Ohio intends to solicit and award a contract with only one source pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 to Blue Yonder Defense Solutions (BYDS), LLC (formerly One Network Enterprises, Inc). Specifically, FAR 6.302-1(a)(2)(iii)(A) permits services to be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
The associated North American Industry Classification System (NAICS) code is 541511 (Custom Computer Programming Services primarily engaged in writing, modifying, testing, and supporting software to meet the needs of a particular customer) with a small business size standard of $34M.
The Government intends to award a five (5) year contract with a six (6) month option to extend in accordance with FAR 52.217-8 Option to Extend Services, for a total potential period of performance of five years and six months.
This commercial service acquisition is for a follow-on contract for an annual enterprise license and specialized technical support services to BYDS, LLC. The customized enterprise license covers access to BYDS's commercial off the shelf (COTS) software NEO, their Department of Defense Core (DoDC) platform, and FLITES Software Development Kit (SDK). This includes software maintenance updates for policy, compliance, security, and enabling functionality of FLITES requirements. The Technical Services are for unique and highly specialized services specifically related to intricacies and system configuration requirements of NEO, DoDC and FLITES SDK. This critical service is required to support the FLITES Integrated Program office (IPO) in the configuration, development, integration, testing, and deployment of BYDS products in support of the FLITES Item Management application, and to operate and sustain FLITES in a Government approved cloud environment.
The FLITES solution is developed by and with BYDS's NEO software as the underlying platform. The Government is the System Integrator (SI) and is responsible for the configuration and development of the FLITES application using FLITES SDK. This effort is for unique and highly specialized services with the Government on the underlying platform and licenses resulting in the development, integration, and sustainment of the FLITES application.
This acquisition requires unique and highly specialized services for solutions and potential updates and development in BYDS NEO core and DoDC products as necessary to enable seamless communication and integration to support the FLITES SDK. In order for FLITES to be fully functional, it requires integration and interfaces between the FLITES SDK with NEO and DoDC products. While customization can be done at the application layer using the FLITES SDK, certain functions, corrections, or fixes that must be performed on the NEO or DoDC that enable the application functionality. This is a three (3)- layer system to include NEO, DoDC, and FLITES SDK application. The contractor is responsible for the first two and Government for the FLITES SDK application layer.
Please note, this notice of contract action (NOCA) is not a request for competitive proposals and does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP); however, any capability statements, proposals, or quotations received within seven (7) days after the date of publication of this synopsis shall be considered by the Government. The Government does not intend to award a contract on the basis of this notice, nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. A sole source procurement is anticipated IAW 10 U.S.C.ยง 3204(a)(1).
