for the project known as:

Wildwood Utility Replacement

Project #2018-14


at which time and place the proposals will be publicly opened and read aloud. Proposals received after the designated time will not be considered. The Owner of the project is the City of Dallas. The Engineer for the project is Ardurra Group, Inc., 770-955-5574.


The approximate extent and character of the Work is generally described as follows:

240± linear feet of 8-inch PVC water main, 140± linear feet 8-inch of fusible PVC, 540± linear feet 8-inch DIP water main, replacement of 289± linear feet of 8-inch DIP gravity sewer, and replacement of 44 LF of 7’ X 6’ precast box culvert.


Bidders shall inform themselves concerning Georgia Laws and comply with same.


Only pre-qualified BIDDERS will be allowed to bid on this project. Any prospective BIDDER, who has not already pre-qualified with the City of Dallas, will be required to submit the required application package to the OWNER no later than March 31, 2026. Prospective BIDDERS who have not previously qualified can obtain the pre-qualification application package by faxing a request to the OWNER at (770) 443-8107, Attention: Kendall Smith. Also, pre-qualification includes, but is not limited to: (a) evidence of experience and successful completion of projects similar in scope to this project in the past five years; (b) evidence of financial and other resources to complete the work on schedule; (c) evidence of insurance and bond requirements. Prospective BIDDERS will be notified of the pre-qualification determination within fourteen (14) working days of receipt of a complete application. BIDS will be received from only those BIDDERS who have been notified by the City of Dallas as having been added to the City of Dallas’s pre-qualified bidders list.


Bidding Documents are available for review and purchase by prospective Bidders at the issuing office: Ardurra Group, Inc., 1350 Church Street Extension NE, Suite 200, Marietta, GA 30060, Telephone Number: (770) 955-5574.

Bidding Documents may be obtained upon payment of $100.00, non-refundable. The OWNER is not obligated to consider a Bidder’s bid, if Bidder is not on record with the City of Dallas as having received complete Bidding Documents from the City. Bidding Documents will be available for review only at the office of Kendall Smith, City Manager.


All bids will be opened at the designated date and time of receipt. Failure to deliver a bid in the format required will result in disqualification.


The time allowed for Substantial Completion is 90 days, and the time allowed for completion and readiness for final payment is 120 days from the date of notice to proceed.


Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the Owner in an amount equivalent to five percent (5%) of the total amount payable by the terms of the contract or, in lieu thereof, in the form of a certified check, cashier’s check, or cash in equal amount.


The successful Bidder will be required to furnish performance and payment bonds with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms attached to the Agreement. The terms and time for payment are set forth in the Agreement.


Surety and insurance companies must have an A.M. Best Rating of “A-“or higher, or Standard & Poor’s Rating of “AA” or higher, be listed in the Federal Registry of Companies holding Certificates of Authority and Acceptable Sureties on Federal Bonds, be licensed by the Georgia Insurance Department and the Georgia Secretary of State to do business in the State of Georgia.


All Bids will remain subject to acceptance for sixty (60) days after the day of the Bid opening, but Owner may, in its sole discretion, release any Bid and return the Bid security prior to that date.


All BIDS for contracts involving utility work, as defined in OCGA 43-14-1, et seq, must have the utility contractor’s license number written on the face of the BID envelope. Each bid must be submitted in a SEALED ENVELOPE, addressed to the OWNER. Each sealed envelope containing a Bid must be plainly marked on the outside as,

If bid is forwarded by mail, the sealed envelope containing the Bid must be enclosed in a separate mailing envelope to the attention of the OWNER at the address previously given.

The Owner reserves the right to reject any or all Bids, to waive formalities and re-advertise.
