Request for QualificationsCity of Gallatin, TennesseeFire Hall, Headquarters, & Training TowerDue no later than 4 p.m. Central TimeDecember 11, 2025RFQ Page 11.0 INTRODUCTIONThe City of Gallatin (City) is pleased to issue a Request for Qualifications (RFQ) for Architect andEngineering (A&E) services for the construction of a new fire service prototype building that canbe scaled to serve as a fire station, fire administration offices, and training facility. The designand construction process will follow an integrated team approach to include analysis andrecognition for solutions to provide a safe and healthy built work environment.The site is at 1250 Hartsville Pike, Gallatin, TN on a parcel that includes the Tennessee ArmyNational Guard facility (TNANG). The current TNANG facility will remain. Design work willinclude improvements to the TNANG facility parking and storage areas. The parcel dedicated tothe City consists of approximately 10.7 acres and the remaining TNANG facility property isapproximately 6.7 acres. The property has significant topography in areas, large clear grassareas, and heavily wooded areas. The site is not in any known floodplain.The City intends to award A&E services to the most qualified and responsive firm based uponthe evaluation criteria outlined in this RFQ. The selected A&E will be responsible for ensuringthe project is delivered within budget, on schedule, and in compliance with the establishedprogram.City will only consider A&E firms/teams that meet the following minimum qualifications:A. Licensed to practice as an Architect or Professional Engineer (or other design disciplinesas may be required) in the State of Tennessee.B. Registered and authorized to conduct business in the State of Tennessee.C. The lead Architect and/or Professional Engineer must have personal and demonstrableexperience with programming, design, and construction of a fire service building withthe complexity illustrated within this document.D. At least one principal or responsible member of the firm(s) shall have a minimum of ten(10) years’ experience in responsible charge of the field or fields involved.2.0 CITY AND FIRE DEPARTMENT GOALS AND OBJECTIVES FOR PROJECTThe following are the overall goals and objectives established by the City and Gallatin FireDepartment for this project:• A two-story structure that serves multiple functions as a fire station, fire administrationoffices, and training facility.o An example of the desired facility, approximately 27,000 square feet, is LaVergneFire Station 41 located at 283 Old Nashville Highway, La Vergne, TN 37086.o Some changes to maximize office and storage space will be desired of theselected A&E.• Four (4) drive-through bays to house assigned fire and EMS apparatus.Request for QualificationsCity of Gallatin, TennesseeFire Hall, Headquarters, & Training TowerDue no later than 4 p.m. Central TimeDecember 11, 2025RFQ Page 2• Living Space for 14 front-line personnel, including an on-duty Battalion Chief (shiftsupervisor) and two Company Officers (front-line supervisors).• Indoor (for approximately 120 people) and outdoor training spaces for ongoingemployee development.• A fire training structure in an area convenient to the new facility. An example of thedesired structure is the Fire Training Structures LLC – Sable System.• Relocation of the existing ceremonial bell and donation brick pavers at 119 GFDMemorial Blvd.• Maximization of available open space to provide flexibility for a variety of public safetytraining curricula• Adequate space in offices and rooms with a focus on storage space for both the firestation and fire administration offices.• A continuous road connecting the new fire station to Hartsville Pike and Old AirportRoad.• Traffic signal on Hartsville Pike warning motorists of emergency vehicles entering theroadway.• Facility designed for occupant comfort, efficient use of space, ease of facilitymaintenance, functionality, along with a focus on durability.• Preserve as many trees as possible on the City’s portion of the site for future TNANGtraining exercises.As much as practical, the design should conform to the guidelines identified in the U.S. FireAdministration Publication FA168, Safety and Health Considerations for the Design of Fire andEmergency Medical Services Stations, the guidelines identified in Chapter 12 of the NFPA FireProtection Handbook, (2023 ed.), and the University of Tennessee’s Municipal Technical AdvisoryService (MTAS- Fire) - New Fire Station Design Standards (June 2021 or latest version).3.0 SELECT SITE IMPROVEMENTS – NATIONAL GUARD FACILITYParking lot and select site improvements, as agreed upon by the City, will be made to the TNANGproperty as part of this project. Site layout to be efficient, leaving room for future City and/orState of Tennessee projects. (See RFQ Exhibit A)The selected firm shall abide by:• State of Tennessee OSA Policy and Procedureso https://www.tn.gov/osa/general-information/policy---procedure.html• State of Tennessee Designers Manual General Conditionso https://www.tn.gov/generalservices/stream/stream/designers-consultants/designers--manual1.html• Tennessee Military AIARequest for QualificationsCity of Gallatin, TennesseeFire Hall, Headquarters, & Training TowerDue no later than 4 p.m. Central TimeDecember 11, 2025RFQ Page 34.0 SCOPE OF WORKThe City intends to engage a professional firm for A&E design services that include, but are notlimited to:•Architectural Services•Civil Engineering services•Structural Engineering services•Mechanical, Electrical, Plumbing, and Fire Protection services•Interior Design•Landscape Design•Information Technology, Data, and TelecommunicationsDesign service responsibilities may also include, but are not limited to the following services:•Program collaboration and verification involving Fire Department and City staff.•Detailed topographic survey as necessary for planning and design of the project.•Site Constraints Analysis and Assessment.•Soil investigations as necessary to determine structural design.•Preparation of detailed plans and specifications for construction (building, interiors, site,utilities and stormwater, landscaping, signage, etc.) including low voltage devices andpathways.•Preparation of contract proposal and all necessary bidding documents.•Preparation of detailed estimate of probable costs at various design milestones (InitialProgramming, 30%, 60%, and 95%).•Preparation of detailed project schedule through completion of construction.•Design submission for City review at 30%, 60%, and 95% design.•Preparation of all necessary post letting plans revisions (as required).•Preparation and delivery of record documents.•Obtain all environmental and other necessary permits from authorities havingjurisdiction (as required).•Adherence to all applicable City regulations and standards and other applicablestandards and specifications.•Construction administration/management services.•Coordination of any City provided equipment and installation as required.The selected firm shall provide documents in the appropriate media for the following phases ofdesign and shall comply with established industry standards outlined by the American Instituteof Architects. Criteria forevaluation of Statements of Qualifications include:•Qualifications and availability of A&E team members. (20%)•Project understanding and responsiveness to project description and fiscal management.(25%)•Project approach and methodology. (20%)•Prior relevant experience with projects of similar size and complexity. (25%)•Past record of performance with the City of Gallatin. (10%)Once City staff have evaluated each submittal, two or more firms will be invited for interviewsand discussion of scope of work. City staff makes a final recommendation to the Mayor ofGallatin who may initiate contract discussion or assign that to appropriate staff.The selected firm is required to use the City of Gallatin’s Professional Services Agreement.This is not optional. (See RFQ Exhibit B)6.0 SUBMITTALSProposals shall be clear and concise. The Statement of Qualifications submittal shall not exceed atotal of fifteen (15) pages in double-sided format or thirty (30) pages in single-sided formatincluding a cover letter and staff résumés. Each firm shall submit six (6) printed and boundcopies along with a single flash drive that contains the entire submittal in .PDF format.The following minimum information shall be provided in the Statement of Qualifications in theorder presented.Introductory Information•Introduction of firm responding with name and contact information, including mailingaddress, email, and office and mobile telephone numbers for the firm’s designated leadon page one of the submittal.•Executive summary stating firm’s understanding of the project, team capabilities, designapproach, and opinion on why the firm should be chosen.Methodology/Approach•Brief description of firm’s design philosophy and design approach that would be used forthe project.•Summary of design approach/methodology utilized to complete the project includingstrategies for public engagement and quality assurance/quality control.•Cost control strategies and approaches, including a listing of recent projects completedwithin budget and on-schedule.Request for QualificationsCity of Gallatin, TennesseeFire Hall, Headquarters, & Training TowerDue no later than 4 p.m. Central TimeDecember 11, 2025RFQ Page 5•Critical path or milestone schedule that includes a brief description and estimated timeduration for each.•Provide brief explanation of firm’s (or team) ability to coordinate and communicate withthe City and process to be used to creatively engage fire department staff in each phaseof design.Relevant Project Experience•A list of the lead Architect and/or Professional Engineer’s relevant projects of similar sizeand complexity to what is being requested by the City. Preferably these should belocated within the greater Nashville, TN region which are in-service and being utilized bythe local government. Examples of these projects within the past five (5) years will begiven priority in rankings.•A list of the firm’s relevant projects of similar size and complexity to what is beingrequested by the City.•All projects listed should cite specific services the A&E and/or firm provided, initialestimate of project costs, actual project timeline, and final project costs.Project Team•Key staff member resumés, with a maximum of one (1) page per staff member.•Listing of current commitments of firm and key staff members.•Proof of professional license to practice architecture or engineering in the State ofTennessee.•Listing of proposed subconsultants, their role in the project, and estimated percentageof work they will perform.•Organizational chart of the project team, illustrating persons in primary role(s) on theproject.All proposals become the property of the City of Gallatin upon submission. The cost ofpreparing, submitting, and presenting a proposal is the sole expense of the proposer.The City of Gallatin reserves the right to reject any and all proposals received, to negotiate withany qualified source, to waive any formality and technicalities, or to cancel the RFQ in part or inits entirety if it is in the best interest of the City.
