Average footcandle foroutfield shall be 30 or higher. Average footcandle for infield shall be 50 or higher.Filed 3: Removal of existing wooden poles and halogen light fixtures and replace with steel polesand LED fixtures. Average footcandle for outfield shall be 30 or higher. Average footcandle for infieldshall be 50 or higher.General: The maximum beam candlepower of a single luminaire should not exceed 80 percent ofthe average illuminance level at any given point on the field.Each field shall have the ability to remotely schedule the lights for on/off use with the capability toadd Field 2 in the future.Contractor shall supply all necessary equipment and labor for the proper removal, installation, andclean up for this project.Contractor is responsible for obtaining all necessary permits to work in the City of Bonner Springs,KS.All electrical work shall be done by a licensed electrician provided by the contractor.Bid RequirementsBidders should inspect the location before submission of a bid. Bids must be enclosed in asealed envelope marked “Lions Park Ballfields Lighting” received will remain subject toacceptance for thirty (30) days after the Bid date.Each bid must be accompanied by Bid Security made payable to the City of Bonner Springs inan amount of five percent (5%) of Bidder’s maximum bid price and the form of a certified orbank check or a Bid bond issued by a Surety.• The cost of all required insurance, bonds and license must be included in the bidsubmission• The City reserves the right to select the work items in the bid based on availablebudget authority.• The City further reserves the right to increase or decrease quantities by twenty-five (25) percent based on unit prices bid.• This is a tax-exempt project and the City Clerk’s Office will secure a project exemptioncertificate for the successful bidder.The successful bidder, and all subs, must obtain an occupational license from the City Clerk’s officebefore a Notice to Proceed will be issued. Information for this license can be obtained from theCity’s web site, www.bonnersprings.org, under the City Clerk department tab.Insurance and Bond RequirementsThe successful bidder shall provide to the Bonner Springs City Clerk’s office:Page 2 of 4• A certificate of insurance that names the City of Bonner Springs as an additional insured.• General Liability and Workmen’s Compensation limits shall be $500,000 for eachoccurrence and $1,000,000 for the general aggregate. An affidavit of exemption may berequested.• A performance bond• A maintenance/warranty bond and provide a two (2)-year warranty.• A statutory bond in the total amount of the work to be completed if the awarded bid isgreater than $100,000. The statutory bond shall be filed with the Clerk of the DistrictCourt, Wyandotte County, and the original filed statutory bond and receipt provided to theBonner Springs City Clerk. In addition, the insurer shall agree to give a minimum of thirty(30) days' notice prior to their decision to cancel coverage.Submission DeadlineInterested contractors shall submit one (1) sealed copy of their Bid Form and (1) separatelysealed Bid Bond to: City Clerk, City of Bonner Springs, P.O. Box 38, 200 East Third Street, BonnerSprings, KS 66012. All bids must be marked on the outside of the envelope: “Lions ParkBallfields Lighting”. Bids must be received no later than 3:00 p.m., on Tuesday, March 3rd,2026.Timely DeliveryIt is the responsibility of contractor to ensure that their bid arrives at the City Clerk’s office on time.Late or non-delivery due to mail or express delivery company failure are insufficient reasons toconsider late bids. Bids received after 3:00 p.m. on Tuesday, March 3rd, 2026 will not beconsidered.UniformityFor ease, uniformity and fairness in the evaluation of bids, it is required that each bid conforms inall respects outlined in this document.Award CriteriaAll bids received in accordance with this request will be evaluated based on criteriaestablished by the City which may include but not be limited to bid price, quality, experience of thebidder, responsiveness of the bidder, adaptability of the particular materials and equipment for thespecific intended use and conformity to bid specifications. The City reserves the right to reject anyand/or all bids for any reason, whether or not the bid is lowest and to waive any irregularities ortechnicalities in any bid. The contract, if awarded, will be awarded to the bidder whose bid isdetermined to be in the best interest of the City. Once delivered, all bids are irrevocable for a periodof 30 days from the deadline stated in Section VI.WaiverBy the submission of a bid in response to this request, the bidder hereby expressly waives theright to bring, file or enforce any and all claims or causes of action, legal or equitable, against theCity, its officers, agents or employees that pertain or relate to the City’s bid process, to include butnot limited to the notice, letting, review and award stages, processes and procedures. This waivershall be effective as of the bidder’s submission of its bid form and shall be irrevocable by bidder,its successors and assigns. If bidder takes any action in contradiction of this waiver, then the CityPage 3 of 4shall be awarded all costs associated with its defense of such actions including but not limited toreasonable attorney fees, filing fees and other legal costs, and the bidder shall forfeit its bid bondto City.Contract TimeSubstantial completion shall be completed within 30 Working Days.
