Type of Solicitation: Request for Quotations (RFQ) – Jackson County Office of the Sheriff is requesting bids for patrol vehicle upfitting services. Through this process, it is the goal of Jackson County to competitively award a contract that will provide patrol vehicle upfitting services potentially for the next five (5) years.

Type of Resulting Contract: Statewide Cooperative Contract - As a result of this RFQ, Jackson County will work with the CoPro+ Cooperative Bid Program to market and extend the resulting contract to other government municipalities throughout the State of Michigan. The firm will be competitively selected as having been qualified as defined within the qualification section of this RFQ. The contract will enable public municipalities to “piggyback” and purchase patrol vehicle upfitting services through this competitive process.

Resulting Contract Term: J ackson County will use the results of this process to award this contract for a term of five (5) years, continuing at the discretion of the county based on satisfactory performance.

SECTION 1.0 – SCOPE OF WORK
1.1 Introduction
The Jackson County Office of the Sheriff is qualified and experienced companies to provide
complete Patrol Vehicle Upfitting Services for law enforcement vehicles. The selected vendor
must be capable of furnishing labor, materials, equipment, and technical expertise necessary to
fully equip patrol vehicles for operational law enforcement use. Three to five vehicles will be
upfitted per year. The vehicles will either be Dodge Durangos or Dodge Chargers.
The intent of this RFQ is to establish vendor qualifications and obtain pricing for ongoing or
future patrol vehicle upfitting projects.
1.2 Qualifications
Minimum Qualifications
a. The Bidder shall be organized for the purpose of providing patrol vehicle upfitting services
and must have a minimum of five (5) years of experience with proven effectiveness in
providing such services. Please provide company history.
b. The Bidder shall submit a list of five (5) references, including name of institution, address,
contact person, and telephone number.
c. The bidder shall meet ALL insurance requirements in regard to Workers’ Compensation
Insurance, Professional and Commercial General Liability Insurance and Motor Vehicle
Insurance as outlined in this RFQ.
d. The vendor must certify that they are not on any Federal, State, or local list of debarred or
prohibited contractors.
Mandatory Qualifications
a. Vendor must demonstrate experience in law enforcement vehicle upfitting.
b. Vendor must be capable of performing complete emergency vehicle equipment
installations in-house.
c. Vendor must have the ability to wire and integrate all installed systems.
d. Vendor must source all required materials, components, and hardware necessary for
vehicle upfitting.
e. Vendor must be capable of decommissioning retired patrol vehicles and removing
existing police equipment.
f. Vendor must maintain adequate insurance coverage and all applicable business
licenses.
Preferred Qualifications
a. Vendor is preferred to be an authorized or certified installer for Axon Enterprise
equipment and systems.
b. Vendor should be located within approximately 40 miles of Jackson County to facilitate
transportation, service, and project coordination.
c. Vendor should have prior experience working with law enforcement agencies or public
safety fleets.

1.3 Description of Deliverables
The selected vendor shall be capable of performing all aspects of patrol vehicle upfitting
services, including, but not limited to:
Required Services
Installation of emergency lighting systems
Installation of police light bars
Installation of siren systems
Installation of mobile and portable radio equipment
Installation of mobile data computer (MDC) systems and mounting hardware
Installation of camera systems and related equipment
Installation of weapon mounts, partitions, consoles, docking stations, and storage
systems
Complete wiring and integration of all electronic systems
Troubleshooting and testing of installed equipment
Sourcing and procurement of all required installation materials and hardware
Vehicle disassembly and reassembly as necessary for installation
Removal/decommissioning of equipment from retired patrol vehicles for reuse or
disposal
Transfer of reusable equipment from old patrol vehicles into replacement vehicles when
applicable
Manuals
In addition to the Owner's Manual, vehicle service manuals (for engine, chassis, and electrical)
shall be provided in a book format and/or electronic format. Upfitting diagram or manual
detailing equipment operation.
1.4 Product and Service Offerings
Jackson County is seeking a service provider that has the depth, breadth, and quality of
resources necessary to provide patrol vehicle upfitting services. Vendors shall prepare a written
bid to include, but not be limited to, the following terms and conditions:
The Vendor will be required to furnish properly trained and equipped personnel capable
of completing the requested services.
Proposer must include a detailed timeline from start to completion of the services
described in Section 1.3 Description of Deliverables.
1.5 Delivery of Services
The Vendor must be able to provide patrol vehicle upfitting services during normal business
hours of 7:00 am to 6:00 pm EST, Monday through Friday, for the duration of the agreement. It
will be the Vendor’s responsibility to determine shift times. Vendor may request extended work
hours each day, and/or seven (7) days per week in order to ensure timely completion of the
project.
Vendor must supply an adequate number of personnel to the requested patrol vehicle upfitting
services. Vendor shall assure sufficient service that is convenient for the County and will not
interfere with normal operations.
