INVITATION TO BIDFORCITY OF PORT LAVACASANITARY SEWER IMPROVEMENTSTxCDBG CONTRACT NO. CDV23-0209Sealed bids addressed to the City of Port Lavaca will be received at the City Secretary’s Office, 202N. Virginia Street, Port Lavaca, Texas 77979 until 2:00 p.m., WEDNESDAY, DECEMBER 17,2025, for the City of Port Lavaca Sanitary Sewer Improvements TxCDBG Contract No. CDV23-0209.Immediately following the closing time for receipt of bids, the bids will be publicly opened and readaloud in the City Council Chambers, 202 N. Virginia Street, Port Lavaca, Texas 77979. Any Bidsreceived after closing time will be returned unopened.A pre-bid conference will be held in the City Council Chambers, 202 N. Virginia Street, Port Lavaca,Texas 77979 at 2:00 p.m., THURSDAY, DECEMBER 4, 2025. All Bidders are strongly urged toattend.The project consists of the replacement of approximately 2,220 linear feet of 8-inch sanitary sewermains including the replacement of associated manholes and services within the rights-of-way ofTrinity and La Salle Streets in the City of Port Lavaca, Texas.The project to be constructed will be financed with assistance from the Texas Department ofAgriculture (TDA) under the U.S. Department of Housing and Urban Development CommunityDevelopment Block Grant (CDBG) program and is subject to all applicable Federal and State lawsand regulations.This solicitation is for services related to a project that is subject to the Build America, Buy AmericaAct (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act. Absent anapproved waiver, all iron, steel, manufactured products, and construction materials used in thisproject must be produced in the United States.Bidders must submit a bid bond, cashier's or certified check payable without recourse to the orderof the City of Port Lavaca in an amount not less than five percent (5%) of the bid submitted as aguarantee that the Bidder will enter into a contract and execute bonds and guarantees in the formsprovided within fifteen (15) days after Notice of Award of contract to them. Bids submitted withoutthe required security will not be considered.Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon andRelated Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairsand contained in the contract documents, must be paid on this project. In addition, the successfulBidder must ensure that employees and applicants for employment are not discriminated againstbecause of race, color, religion, sex, sexual identity, gender identity, or national origin. Allcontractors and subcontractors must be cleared (not suspended or debarred) prior to any formalaction authorizing the award of a contract to the contactor. Minority Business Enterprises, SmallBusiness Enterprises, Women Business Enterprises, Veteran-Owned Businesses, and Section 3Businesses are encouraged to submit bids.The City of Port Lavaca reserves the right to reject any or all bids or to waive any informalities in thebidding. Bids may be held by the City of Port Lavaca for a period not to exceed 60 days from thedate of the bid opening for the purpose of reviewing the bids and investigating the Bidder'squalifications prior to the contract award.E25541.00 – Invitation to Bid11/2500100 - 1The successful Bidder will be required to purchase and furnish a Performance Bond and a PaymentBond, each in the amount of the contract, written by a responsible surety company, authorized to dobusiness in the State of Texas, as required by Article 5160, V.A.T.C.S., as amended by H.B. 344,passed by the 56th Legislature, Regular Session, 1959.Bidders are expected to inspect the site of the work and to inform themselves regarding all localconditions.Information for Bidders, proposal forms, specifications and plans are available for inspection duringregular business hours at Urban Engineering, 2004 N. An electronic file copy is available at no charge, or a printed copy isavailable for a non-refundable fee of $100.00 per copy.
