TUCSON AIRPORT AUTHORITY NOTICE OF REQUEST FOR PROPOSALSFORLEGAL SERVICES FOR THE TUCSON AIRPORT AUTHORITY PUBLIC SAFETY PERSONNELRETIREMENT SYSTEM LOCAL BOARD1. Owner:Tucson Airport Authority7250 South Tucson Boulevard, Suite 300Tucson, AZ 85756(520) 573-81002. General Description of Services: Tucson Airport Authority (“TAA”), on behalf ofthe TAA Public Safety Personnel Retirement System Local Board (“TAA PSPRS Local Board”), isconducting a competitive selection process to retain a law firm or attorney to serve asindependent legal counsel to the TAA PSPRS Local Board, a requirement of Arizona RevisedStatute §38-893.3 Location:Tucson International Airport7250 South Tucson BoulevardTucson, Arizona 857564. RFP: Written copies of the RFP are available for review at TAA’s ProcurementServices Division, and/or a hard copy (or PDF) may be obtained from that office without charge.To request a copy, contact Matti Garry at mgarry@flytucson.com. The RFP contains theinstructions, terms and conditions, forms, and other information relating to the RFP, including,but not limited to, the number of persons or firms to be included on the final list, the selectioncriteria to be used by the selection committee to select the person or firm to perform theservices, the relative weight of the selection criteria, and information regarding interviews.5. Date and Time for Submission of Proposals: Written proposals will be received byTAA until 2:00 p.m. local Tucson Time on Tuesday, April 28, 2026, attention Corrie Bussey, LegalServices for the TAA PSPRS Local Board, at the TAA Administration Offices, Tucson InternationalAirport, Third Floor, 7250 South Tucson Boulevard, Suite 300, Tucson, Arizona 85756. One (1)original and five (5) copies of the proposal shall be required to be addressed and delivered to TAAon or before the day and hour set for receipt. A proposal may be withdrawn by written requestany time before the scheduled time and date for receipt. Any proposal submitted after thedesignated date and time will not be accepted or considered.6. Costs of Responding to the RFP: Any and all costs associated with responding tothis RFP or providing a proposal shall be borne solely by the interested person or firm.7. TAA’s Right to Reject for Any Reason: TAA reserves the right to reject any or allproposals, any other proposals or submissions, to cancel the RFP, or to withhold the award ofany contract relating to the RFP for any reason which TAA determines.RFP Notice1Legal Services – TAA PSPRS Local Board8. Interest List: TAA maintains an interest list consisting of all design professionals,contractors, subconsultants / subcontractors, and major suppliers who are interested in receivingnotification of airport projects. Each firm must complete and submit, with its submittal,information with respect to each firm in the form included in the solicitation documents.9. Civil Rights Title VI Solicitation Notice. The Tucson Airport Authority, inaccordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C.§2000d to 2000d-4) and the associated regulations, hereby notifies all bidders or offerors that allpersons and firms will be afforded full and fair opportunity to submit bids in response to thisinvitation and will not be discriminated against on the grounds of race, color, or national originin consideration for an award.10. DBE: It is the policy of TAA to ensure that Disadvantaged Business Enterprise firms(“DBEs”) have a fair and equal opportunity to participate in TAA's contracts. Specifically, it is thegoal of TAA to ensure that, to the extent reasonably possible and consistent with other legalrequirements that: (a) DBEs are not discriminated against in the award and administration ofTAA's contracts; (b) a level playing field is created on which DBEs can compete fairly for TAA'scontracts; and (c) any barriers to the participation of DBEs in TAA's contracts are removed.11. Legal Requirements: The services to be performed will be subject to theprovisions of Title 34 of the Arizona Revised Statutes (A.R.S. § 34-101, et seq., as amended). Allpersons or firms submitting a proposal and their subconsultants must be duly licensed to performthe work at the time the proposal is submitted (or exempt from licensing requirements) pursuantto all applicable laws, rules, and regulations. If a licensing exemption is claimed, the person orfirm must set forth the basis for the claimed exemption in writing at the time the proposal issubmitted. In addition, the proposed project will be paid for in part with monies to be receivedfrom ADOT. For grant funded projects, additional terms and conditions may apply as set forth inthe RFP and proposed Contract Documents.11.1 Federal Requirements. Any person or firm submitting a proposal inresponse to the RFP must certify compliance with the trade restriction requirements set forth in49 CFR Part 30 and will be required to comply with the requirements in any resulting contract.Any person or firm submitting a proposal in response to the RFP must certify compliance withthe prohibitions found in Appendix A of 49 CFR Part 20.The successful Respondent to this RFP will be required to assist TAA to ensure compliancewith multiple federal requirements, including but not limited to those found in Section 6002 ofthe Solid Waste Disposal Act, as amended, and the regulatory provisions of 40 CFR Part 247.ADVERTISEMENT DATE:Tuesday, March 24, 2026ENDRFP Notice2Legal Services – TAA PSPRS Local Board
