Summary

The City of Pontiac is issuing this Request for Qualifications (RFQual) to identify and prequalify experienced Design-Build teams for the Neighborhood Mini Parks (Request for Qualifications) Project. This project involves the design and phased construction of enhancements across eight parks, with a focus on delivering high-quality, cost-effective, and community-driven improvemen ts.

The City is utilizing a Two-Step Selection Process to ensure the most qualified Design-Build team is selected:

    1. RFQual Phase (Current Step) – Proposers submit Statements of Qualifications (SOQ), demonstrating their experience, financial capacity, and technical approach. The City will evaluate responses and shortlist the most qualified firms.
    2. RFP Phase (For Shortlisted Proposers) – Shortlisted firms will receive a Request for Proposals (RFP) and be required to submit a detailed Technical Proposal and Price Proposal. The final selection will be based on technical merit, cost, and best overall value to the City as defined in the subsequent solicitation.

Only proposers shortlisted through this RFQual process will be invited to participate in the subsequent RFP phase. The selected Design-Build team will be responsible for completing all park designs, prioritizing construction activities based on available funding, and delivering improvements in alignment with City Council’s project priorities.

This RFQual is a qualification-based selection (QBS) process and does not require pricing at this stage. Proposers interested in participating must submit their Statements of Qualifications by Submission Deadline - Friday, March 28, 2025 at 2:00 pm as outlined in this solicitation.

Background

Project Description

The Project is described in the RFQ Documents, attached in OpenGov.

This project will i nvolve the design and phased construction of general park improvements for eight parks in the City of Pontiac, requiring complete design of all planned elements while construction will follow a prioritized approach.

The City has set aside $3,541,000 for improvements to the neighborhood mini-parks. The conceptual plan development estimated that the total construction cost of the proposed improvements is approximately $3,249,654 not including design engineering, construction engineering and administration and the development of record drawings. As the total cost of the project will likely exceed the allocated budget, four (4) parks have been identified as “partial” parks on the attached drawings. The work must be completed in compliance with all state and local rules and regulations governing the State and Local Fiscal Recovery Funds (SLFRF) American Rescue Plan Act (ARPA) funding.


For parks that will only be partially constructed, the drawings have identified the order of priority for each of the proposed amenities. Because a “partial” park has been assigned as the 2 nd priority park for construction activities, this will require that the engineer fully design all parks, develop a refined cost estimate for all parks, estimate the funding available for use in the “partial” parks, divide that value across the four (4) partial parks and provide recommendations on which amenities can be constructed at each of the “partial” parks prior to starting construction on the 2 nd priority park.

The design build team will be required to ensure that all parks are fully designed, and parks are constructed based on their prioritization from City Council within the funding available. The park prioritization is as follows:

        2. Indian Village Park, Partial Scope (District 2)
        3. North Kiwanis Park, Full Scope (District 3)
        4. Cherry Lawn Park, Full Scope (District 4)
        5. Baldwin Park, Partial Scope (District Six)
        6. Richardson Park, Full Scope (District Seven)
        7. Dawson Pond Park, Partial Scope (District Two)
        8. Art Heaton Park, Partial Scope (District Six)
