Request for Proposal Available: Development Services for Columbine Neighborhood Community Housing

Summary of Request: The Town is seeking a qualified development partner to design and program deed-restricted community housing on the 1.02-acre Columbine Neighborhood site in East Vail, from initial concept through to a permit-ready plan set. This RFP is for Phase I of the project. The emphasis is on predevelopment – producing a thoughtfully designed site plan and architectural concept and establishing the broad, underlying project and budget structure that will be needed to guide future financing and construction. The ideal development partner pairs design sensibility and creative thinking with sound project and financial judgement and a willingness to work alongside an engaged Town that contributes land, entitlement support, and process resources every step of the way.

Scope of Services: The Town is seeking proposals from experienced, innovative community housing developers to fulfill predevelopment, concept planning and design work leading to a permit-ready plan set along with a supporting financing strategy as specifically described in the attached RFP.

Pre-Proposal Site Walk: 9 a.m. July 22, 2026, at 4313 Spruce Way, Vail, CO.
