The project improvements generally consist of:
1. Stamped pigmented concrete crosswalks with striping
2. New Traffic & Pedestrian Signal Systems
3. ADA curb ramps
4. New pavement at intersections and approaches

Project Description and Scope of WorkThe City of Peekskill (“City”) requests proposals from qualified consultants to prepareconstruction documents, provide bidding assistance, and perform construction inspection for aproject to improve crosswalks at four downtown intersections. New pavement at intersections and approachesAt the following intersections:1. Nelson Avenue & Main Street2. South Division Street, South Street, & Brown Street3. Bank Street & Main Street4. North Division Street & Main StreetThe project is further described in Exhibit A.These streetscape improvements are intended to match other streetscape improvementsperformed in Peekskill in recent years, including the following projects:City of Peekskill Precedent Projects: Downtown Stamped Crosswalks, DASNY #24768, CPL Engineering, 2023 Main Street Streetscape, DASNY #14139, Creighton Manning Engineering LLP, 2022 Downtown Civic Hub & Pedestrian and Cyclist Connectivity, Barton & Loguidice, 2025Partial plans and project documentation are provided in Exhibit B. Additional information may bemade available to the selected consultant during the project.City staff will manage the project. The consultant shall survey each intersection and determinewhether any additional work is needed to mitigate safety concerns and/or ADA-noncompliance atany of the locations. The consultant will make one presentation to the Common Council upon90% completion of construction documents.The consultant shall identify permits needed to construct the project and prepare permitapplications as needed. The Consultant will be responsible for modifying plans if revisions arerequired to obtain permits and after 90% review. Then, the City will issue the constructiondocuments publicly for bidding. The consultant will assist the City with bid review, certify thelowest bid, and perform periodic construction observations. City Department of Public Works andPlanning staff will also make inspection site visits.The consultant shall estimate the duration of construction and submit with this proposal hourlyrates and a price for the following inspection services:21. Attend pre-construction meeting and progress meetings, when requested2. Review the General Contractor’s schedule to deliver project on time and within budget3. Respond to Requests for Information submitted by the General Contractor4. Monitor the General Contractor’s efforts to maintain traffic5. Review change order requests6. Perform periodic construction observations to verify conformance with plans and towitness specific testing7. Review each General Contractor submittal (drawings, etc.) for conformance with plans.8. Prepare periodic inspection reports and punch lists9. Review and certify the General Contractor’s applications for payment10. Construction close out supportThe estimated construction budget is $1.2M. The consultant must comply with all terms andconditions of the NYS EDC grant funding agreement for this work, specifically, 30% M/WBEparticipation and 6% SDVOB participation. NYS-certified Minority and Women-Owned BusinessEnterprises (M/WBE) are strongly encouraged to apply.The deliverables will include an electronic PDF and three (3) full-sized hard copies of the plansheets. Plans must be signed and sealed by a NYS licensed engineer. Respondents areencouraged to visit the site before submitting your proposal. No formal site visit is scheduled.2. Submittal RequirementsEach response must include the following information:1. Describe your intended approach to meet the scope of work outlined in this RFP.2. Provide a description of the firm’s similar project experience. Provide the name andaddress of any know sub-consultants with a description of their responsibility and priorwork experience.3. Identify the Project Manager/project contact and his/her experience with similar projects ina project manager role.4. Provide the name, phone number and email address of at least three (3) references forsimilar project work.5. Propose a time schedule for completion of the construction documents, with a target biddate of 2026.6. Complete the Fee Proposal Spreadsheet of Exhibit C.7. All reimbursable expenses for the services described in this Scope of Work should beincluded in the fee.8. Consultant will meet with City representatives on an as-needed basis to complete thescope of work.9. Indicate whether you or a sub-consultant is a NYS-certified Minority or Women-OwnedBusiness Enterprise (M/WBE) or Service-Disabled Veteran-Owned Business (SDVOB).10.
