OVERVIEW OF THE WORKFORCE INNOVATION AND OPPORTUNITY ACTThe WIOA of 2014 vision for the publicly funded workforce system is quality-focused,employer-driven, customer-centered, and tailored to meet the needs of regionaleconomies. It is designed to help job seekers access employment, education, training,and support services to succeed in the labor market, as well as to match employers withthe skilled workers they need to compete in the global economy. WIOA aims to becustomer-focused by meeting both the needs of businesses and skilled workers, inassisting job seekers with easily accessing information and services needed to begin andmanage their careers.ACWDB is responsible for developing and maintaining a workforce development systemunder and in alignment with the WIOA in the local workforce area. The Alameda CountyLocal Workforce Development Area (Local Area), which is a state-designated area,includes all of Alameda County outside the city of Oakland. In addition to legislatedresponsibilities under WIOA, ACWDB plays a major role in convening, engaging withvarious partners, staying apprised of a variety of key state, local, and regional initiatives,and developing non-WIOA grant resources that add value in the local area.ACWDB is an active member of EASTBAY Works and East Bay Regional Planning Unit(EBRPU), a regional partnership and collaboration among the Workforce DevelopmentBoards (WDB) of Alameda County, Contra Costa County, and the cities of Oakland andRichmond. These four WDBs collaborate to advance joint regional projects that createeconomic opportunity in the East Bay. Under this Request for Proposal (RFP), ACWDB seeks responsesfrom experienced organizations with the capacity to function as a Sub-Regional Career ServicePage 3 of 36Provider (SRCSP) that will deliver career services within the North Cities sub-region, to prioritypopulations who would are also WIOA-eligible Adult and Dislocated Workers.Eligible applicants are organizations with experience providing case management, employmentand training services, with a comprehensive understanding of the sub-region they are proposingto serve. Eligible organizations will have partnerships and strategies in place to address thespecific strengths, needs, and barriers of both job seekers and employers within the selectedarea.
