Project Description: Sealed Bids for the Schuylkill County – CDBG Borough of Tamaqua Hunter Street Project will be received online via the PennBid Program by the Schuylkill County Controller until 9:00 AM (prevailing time) on Wednesday, August 12th, 2026, at which time the bids will be publicly opened, with a tentative award date of August 26th, 2026. Bid results will be available online at http://PennBid.bonfirehub.com following the Commissioners Board Meeting.
The project involves a base bid and alternate bid, including the milling of curblines, milling along guide rail, and scratch and overlay of the roadway. The particular items of work for the contract are identified more specifically in the Bid Form, Contract Specifications and Contract Documents. The entire project will be awarded to one (1) Contractor.
All Bidding Documents are available at no cost at http://PennBid.bonfirehub.com. A non-mandatory Pre-Bid meeting will be held at the project site (corner parking lot of Hunter St and Spruce St) on August 4th, 2026, at 10:00 A.M.
A satisfactory Bid Bond executed by the Bidder naming the County of Schuylkill as oblige and acceptable surety in the amount of 10 percent of the Total Bid shall be submitted with each bid.
THE SUCCESSFUL BIDDER will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner. No bid will be considered unless it is accompanied by the required guaranty. Money orders and personal money orders are not acceptable forms of bid security.
The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap.
The Owner reserves the right to waive any informality or to reject any or all items or portions thereof or to waive any technicalities and informalities in the bid for the best interest of the Owner.
CDBG Funds will be used for this project. Prevailing Wage Rates established under the Davis Bacon Act will apply to this contract. The contract documents have a goal for addressing prevailing labor wage rates, labor standards, non-discrimination in hiring practices, goals for minority and female participation, and that the Contractor (and any subcontractors) is obligated to make a “diligent effort” to achieve these ratios.
The Contractor will be required to comply with the provisions of the Pennsylvania Human Relations Act in providing equal employment opportunities in connection with all work. The Contractor must be PennDOT Pre-qualified as a Prime Contractor.
This bid is for a public works contract and bidder is therefore subject to the provisions, duties, obligations and penalties of the Public Works Employment Verification Act, 43 P.S. 167.1-167.11. All submitted bids shall be accompanied with the Public Works Employment Verification Form.
