SCOPE OF WORKThe City of Seneca is seeking competitive sealed bids from qualified contractors to performstormwater infrastructure repairs and roadway restoration at Heritage Point (nearest address: 1Heritage Point and 111 Waterford Drive, Seneca, SC 29672). All work shall be performed in strictaccordance with the engineered plans prepared by Goldie Associates, Inc. (File No. 361.4,Release A, dated October 16, 2025), which are incorporated by reference and attached as ExhibitA. The scope of work includes, but is not limited to, the following:a) Sawcutting, removal, and replacement of settled roadway pavement and curbing, raisedto finished elevations per planb) Removal of unsuitable soils and replacement with approved structural fill materialc) Installation of storm drainage structures, including a hooded curb inlet catch basin(CICB), a junction box, and HDPE storm drainage pipingd) Grading, subgrade preparation, and road base compaction in accordance with the RoadCut Restoration Detail on Sheet 4 of the planse) Installation and maintenance of erosion and sediment controls throughout construction,including double-row perimeter silt fence, riprap outlet protection pad, erosion controlblanket and matting, and temporary grassingf) Permanent stabilization of all disturbed areas (approximately 0.05 acres) upon projectcompletiong) Compliance with all applicable SC DHEC/DES stormwater requirements and BestManagement Practices as specified in the plansThe Contractor is responsible for attending the mandatory pre-bid meeting, reviewing all plansheets prior to bidding, and independently verifying all quantities and site conditions. Theengineered plans (Exhibit A) are available for download on the City's Bids & Proposals webpageat seneca.sc.us or by contacting Ryan Thomas at rthomas@seneca.sc.us.2. SCHEDULE & COMPLETION DATESa) The City anticipates executing a contract with the successful bidder on or around April15, 2026, following award by City Council. The Effective Date of the contract, as definedtherein, shall serve as the commencement date for all scheduling purposes. TheContractor shall achieve final completion of all work, including permanent stabilizationof all disturbed areas and final clean-up, within 45 calendar days of the Effective Date.Based on the anticipated contract execution date, this places the expected completionno later than May 30, 2026.b) Time is of the essence. Heritage Point is scheduled to receive an asphalt resurfacingtreatment in late summer 2026, and all stormwater and roadway repair work under thiscontract must be fully complete and accepted by the City prior to that resurfacing. TheContractor shall plan and execute the work accordingly. Any delays caused by theContractor that jeopardize the City’s ability to complete the resurfacing on schedule maybe subject to liquidated or actual damages as provided in the contract.3c) The Contractor shall submit a construction schedule to the City within five (5) calendardays of the Effective Date. The schedule shall reflect the ten-step construction sequencespecified in the engineered plans (Exhibit A) and shall be updated and resubmitted if thework falls more than five (5) calendar days behind the approved schedule.3. TRAFFIC CONTROL & PEDESTRIAN PROTECTIONTraffic control and barricades for this project shall be the responsibility of the Contractor,however the City may provide any cones, barricades, etc. at the request of the Contractor. It isthe Contractor’s responsibility to effectively barricade and secure the work area in order topreclude pedestrian access and protect pedestrians from work-site hazards as appropriate.4. COORDINATION WITH PRIVATE OWNERS AND AUTHORITIESContractor shall notify property owners, utilities, and affected governmental agencies forty-eight(48) hours in advance when execution of work may affect them. Contractor shall coordinate alloperations with adjoining property owners to provide satisfactory access at all times duringconstruction. It is the Contractor’s responsibility to obtain all proper encroachment permits.5. FINAL CLEAN-UPBefore acceptance of the project, the Contractor shall repair, replace, or clean all streets andother areas affected by construction, and remove all loose surface materials. All piles of excessexcavation, rocks, rubbish, or other debris throughout the site shall be cleaned up and disposedof. This clean-up shall include sweeping of pavements prior to opening for traffic. Damage to anyareas caused by the Contractor will be repaired or replaced by the Contractor at no expense tothe City. This includes damage to utilities, pavements, sidewalks, structures, etc. Incidentallandscaping repair and backfill around concrete associated with concrete construction shallalso be completed before acceptance and payment. These items shall be included in the workand will not be paid for separately.6. BONDINGa) Bid Bond. Each bid shall be accompanied by a bid bond, certified check, or cashier'scheck payable to the City of Seneca in an amount equal to five percent (5%) of the totalbid amount. Bid bonds shall be issued by a surety company licensed to do business inthe State of South Carolina and listed on the U.S. Treasury Department's Circular 570.Personal checks will not be accepted. The bid security of all unsuccessful bidders will bereturned following contract award. The bid security of the successful bidder will beretained until a satisfactory Performance Bond and Payment Bond have been executedand delivered to the City.b) Performance Bond. The successful bidder shall furnish a Performance Bond equal toone hundred percent (100%) of the contract amount prior to execution of the contract.The Performance Bond shall be issued by a surety company licensed to do business inthe State of South Carolina and shall remain in effect until final acceptance of the workby the City.4c) Payment Bond. The successful bidder shall furnish a Payment Bond equal to onehundred percent (100%) of the contract amount prior to execution of the contract. ThePayment Bond shall be issued by a surety company licensed to do business in the Stateof South Carolina and shall guarantee payment to all persons supplying labor andmaterials in the prosecution of the work.7. BID EVALUATIONThe City expects to award this work to the lowest responsive and responsible bidder.8. SPECIAL CONDITIONS OF CONTRACTa) The City reserves the right to reject any or all bids and waive any technicalities or informalities.b) The City may request references and experience records of the successful Agency prior to theContract award.c) No bid may be withdrawn within thirty (30) days of the opening date.d) CHANGE ORDERS - Changes to the Scope of Work must be approved by the City in writingprior to additional work being started.e) GENERAL LIABILITY INSURANCE - This insurance to be in the comprehensive form, shallprotect the Agency, and shall be written to include the City of Seneca, SC against any/all claimsarising from injuries to the public, or damage to property of others arising out of any act oromission of the Agency, its agents, employees or subcontractors.An original certificate of insurance, indicating that the awarded Agency has coverage inaccordance with the requirements of this section, shall be furnished by the Agency to the Citywithin five (5) working days of such request and must be received and accepted by the Cityprior to contract execution and/or before any work begins.The Agency shall carry comprehensive general liability insurance with limits of liability notless than:Bodily Injury:$1,000,000.00 - Each Person$1,000,000.00 - Each AccidentProperty Damage: $1,000,000.00 - Each Accident$1,000,000.00 - AggregateThe liability coverage under this policy shall contain no exclusion relative to blasting,explosive, collapse of buildings or damage to underground property.The Agency shall carry comprehensive fleet liability policy with limits of liability not less than:Bodily Injury:$1,000,000.00 - Each Person$1,000,000.00 - Each AccidentProperty Damage: $1,000,000.00 - Each Accident5
