Description:

SCOPE OF WORK

The marina at Community Maritime Park in Pensacola provides sheltered day-use parking for personal watercraft, placing boaters within a quick walk to downtown Pensacola, baseball games, restaurants, and parks. This project serves to provide potable water and electricity to each slip, providing boaters with these on-demand resources.
The overall site is busy during the day, particularly around the playground and outdoor fitness center, and is a popular location for fishing and viewing Pensacola Bay. As such, it is important to maintain access to these amenities for the duration of this project.
Some excavation for installation of water lines and electric conduit is required, as is the installation of outdoor electric service panels. The proposed excavation crosses multiple walkways within the park. Where walkway sections are removed, the contractor shall restore these sections to their previous condition once utilities are backfilled in accordance to the plans and specifications.
This project does call for the coring of existing seawall to allow utility services to pass through to the docks.
Exposed soil shall be sodded with matching species to the existing grass on site once earthwork is completed. Sod shall be maintained by the contractor until the City Inspector determines the sod has fully established. Dead or damaged sod shall be replaced with living sod.
Excavations shall not be left open for longer than 1 working day.
For work over the water, care shall be taken not to damage existing marina facilities. The contractor should ensure that no debris or waste is left in the water, and that any hazardous materials are always safely contained to all applicable laws and regulations.

A sealed, complete hardcopy bid with original (or electronic) signature, and one (1)
complete and identical electronic copy (PDF) on flash drive or CD will be received on
April 1, 2026, 2:30 P.M., local time, at the following location.

The OUTER FACE of the sealed submittal package shall identify the respondent, the bid
title, and the bid number (whether hand-delivered, mailed, or via UPS/FedEx or other
courier service). Submittals received after the closing time will not be accepted. Multiple
submittals from the same entity will not be accepted. After the submittal deadline those
submittals received will be opened and publicly acknowledged. Interested parties may
attend.
Alternatively, electronic responses may be submitted to Demandstar or Central Bidding.
Both sites require registration and varying fees for notifications and document downloads.
NOTE: If submitting an electronic response and if a bid/proposal bond is required:
An insurance company’s executed bond may be included with the
electronic submittal.
A certified check/cashier's check must be delivered to the address above.
Those submittals received will be opened and publicly acknowledged the following
business day (April 2, 2026, 10:00 A.M., Central time) via Microsoft Teams at the

Specifications will be posted to the City’s website at www.cityofpensacola.com/bids.aspx.
Addenda will be posted to the City’s website. Bidders are responsible for obtaining addenda
and are advised to check the website frequently. There is no cost to view or download
documents from the City website.
In order to review the project requirements, an optional pre-bid meeting will be held at
9:00 A.M., March 9, 2026, via Microsoft Teams at the following link: Microsoft Team Pre-Bid

Bidders shall submit a cashier’s check or bid bond, payable to the City of Pensacola in the
amount of five percent (5%) of the base bid for a period of sixty (60) days.
