The program supports housing stability andneighborhood preservation by enabling low- and moderate-income homeowners to maintain safe anddecent housing within the City of Moline, consistent with the City's Consolidated Plan priorities.Location: Citywide (Moline city limits)based on program eligibility.Project/Program Description: The Community Housing Services (CHS) Program provides financialassistance to income-qualified owner-occupied households to complete eligible housing rehabilitationand critical repair activities that improve safety, code compliance, accessibility, and long-term housingsustainability. Assistance may address deficiencies such as roofing, mechanical systems, electricalupgrades, accessibility improvements, and other health and safety repairs. The program supports housingstability and neighborhood preservation by enabling low- and moderate-income homeowners to maintainsafe and decent housing within the City of Moline, consistent with the City's Consolidated Plan priorities.Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the tier 1broad review for each address under this program when addresses become known.Level of Environmental Review Citation: Categorically Excluded per 24 CFR 58.35(a), and subject to lawsand authorities at §58.5:58.35(a)(1)58.35(a)(3)Tier 2 Site Specific Review: The site specific reviews will cover the following laws and authorities notaddressed in the Tier 1 broad review. Please see the written strategies under mitigation measures.Mitigation Measures/Conditions/Permits (if any):Written StrategiesThe following strategies provide the policy, standard, or process to be followed in the site-specificreview for each law, authority, and factor that will require completion of a site-specific review.1 Airport HazardsThere is not a military airfield located within 15,000 feet of the City of Moline (see attachedmap); however, the Quad Cities International Airport is located within 2,500 feet of the City ofMoline (see attached maps). As such, individual project will be evaluated for their proximity toa designated RPZ/CZ as part of the Tier 2 review. Evaluation procedures for the review arecontained within the City of Moline's Environmental Review Policy and Procedures Guide. TheTier 2 project review will not be deemed complete or approved until the review has compliedwith all statutes, executive orders, and other applicable regulations2 Flood InsuranceThe City of Moline is a participating community in the National Flood Insurance Program(NFIP) (see attached documentation). All project sites will be reviewed as part of a Tier 2review regarding their location related to FEMA-designated floodplain areas atwww.msc.fema.gov. Evaluation procedures for the review are contained within the City ofMoline's Environmental Review Policy and Procedures Guide. The Tier 2 project review will notbe deemed complete or approved until the review has complied with all statutes, executiveorders, and other applicable regulations.3 Contamination and Toxic SubstancesEach project will undergo a Tier 2 review and be reviewed and evaluated to determine thatthe site is not located on or near contamination and Toxic substances (within a one-mileradius). The NEPAssist map can be used to locate nearby sites and gather documentation.Additionally, each project will be reviewed and evaluated to determine whether the sitecontains or is impacted by a Leaking Underground Storage Tank (LUST) site within a half-mileof the project site, using the Illinois EPA LUST database. Evaluation procedures for the revieware set forth in the City of Moline's Environmental Review Policy and Procedures Guide. TheTier 2 project review will not be deemed complete or approved until the review complies withall statutes, executive orders, and other applicable regulations.4 Endangered SpeciesProtected species within Rock Island County include the Indiana bat, Northern long-eared bat,Eastern prairie fringed orchid, Higgins eye pearly mussel, Sheepnose mussel, and the BaldEagle. To ensure their protection, each project will be reviewed using the ESA Section 7Consultation Protocol as part of the Tier 2 review. Evaluation procedures for the review arecontained in the City of Moline's Environmental Review Policy and Procedures Guide. The Tier2 project review will not be deemed complete or approved until the review complies with allstatutes, executive orders, and other applicable regulations.http://www.fws.gov/midwest/endangered/lists/illinois-cty.html5 Explosive and Flammable HazardsEach project will undergo a Tier 2 review to determine whether there are any Above GroundStorage Tank (AGST) sites within one mile of the project site. Evaluation procedures for thereview are contained within the City of Moline's Environmental Review Policy and ProceduresGuide. The Tier 2 project review will not be deemed complete or approved until the reviewhas complied with all statutes, executive orders, and other applicable regulations6 Farmlands ProtectionThere are areas designated as prime farmlands within the City of Moline. Each project willundergo a Tier 2 review which will involve consulting with the USDA- NRCS Web Soil Survey toverify the soil types associated with the project site and nearby properties. Evaluationprocedures for the review are contained within the City of Moline's Environmental ReviewPolicy and Procedures Guide. The Tier 2 project review will not be deemed complete orapproved until the review has complied with all statutes, executive orders, and otherapplicable regulations. http://websoilsurvey. nrcs. usda .gov/a pp/WebSoilSurvey .aspxhttp://tigerweb.geo.census.gov/tigerweb/7 Floodplain ManagementMoline is a participating community in the National Flood Insurance Program (see attacheddocumentation). Evaluationprocedures for the review are contained within the City of Moline's Environmental ReviewPolicy and Procedures Guide. The Tier 2 project review will not be deemed complete orapproved until the review has complied with all statutes, executive orders, and otherapplicable regulations8 Historic PreservationA site-specific review for each project location will follow the Section 106 process as part ofthe Tier 2 review. Appropriate documentation of consultation(s) will be provided with the Tier2 review. The Tier 2 documentation will also utilize the "When to Consult Tribes" checklist inorder to guide consultation with Tribal entities. A project will not precede unless it receives afinding of "no historic properties affected," "No Adverse Effect" or "Adverse Effect" withfurther compliance with Section 106 including a MOS. Evaluation procedures for the revieware contained within the City of Moline's Environmental Review Policy and Procedures Guide.The Tier 2 project review will not be deemed complete or approved until the review hascomplied with all statutes, executive orders, and other applicable regulations.9 Noise Abatement and ControlEach Project will undergo a Tier 2 review to ensure that existing area noise does not impedethe opportunity for those inhabiting the project site to achieve their highest potential.Likewise, the proposed project scope should not generate noise that could negatively affectthose living at or near the project site. The HUD DNL calculator tool will be used to evaluatedrailroad, airport, and roadway noise levels. Evaluation procedures for the review are containedwithin the City of Moline's Environmental Review Policy and Procedures Guide.
