REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES - City of Clark, Missouri
PART ONE: SCOPE OF SERVICES
The City of Clark, Randolph County, Missouri is soliciting qualification proposals for engineering services to assist with services required for project compliance with Federal and State requirements. The selected firm will complete a preliminary engineering report and if funding is secured the selected firm may be contracted with for the design and construction of infrastructure improvements throughout the City of Clark. The firm will be selected within one month of RFQ submittal. Preliminary engineering report is expected to begin immediately upon notification of selection. Design is expected to begin when funding is secured.
The proposed improvements project scope of work will include upgrades to the existing wastewater system and upgrades to existing streets/roads within the City of Clark.

Name, title, address, telephone number, fax number and email address of contactperson authorized to contractually obligate the Firm.1City of Clark, MissouriPage 2Contents of Qualification SubmittalFirm should letter and number responses exactly as the contents are presented herein. Interestedfirms are invited to submit qualifications that contain the following information:1. Introduction.2. Background and Experience.3. Specialized Knowledge.4. Personal/Professional Qualifications.1. IntroductionThe RFQ response should include:a. A brief statement of the Firm’s understanding of the scope of the work to beperformed;b. A certification the Firm meets the appropriate state licensing requirements topractice in the State of Missouri;c. A certification the Firm has not had a record of substandard work within the lastfive years;d. A certification the Firm has not engaged in any unethical practices within the lastfive years;e. A certification, if awarded the contract, the Firm acknowledges its completeresponsibility for the entire contract, including payment of any and all chargesresulting from the contract;f. Any other information the Firm feels it is appropriate;g. The signature of an individual who is authorized to provide information of thisnature in the name of the Firm submitting the qualifications.h. Evidence of e-verify enrollment.2. Background and ExperienceFirms should:a. Describe Firm by providing full legal name, date of establishment, type of entityand business expertise, short history, current ownership structure, and any recent ormaterially significant proposed change in ownership.b. Describe any prior engagements in which Firm assisted a governmental entity indealing with wastewater and street/road upgrades and any other projects relating tofederal projects. Firm should include all examples of work on similar projects asdescribed in Part One.c. Time is of the essence. Provide an estimated schedule for completion. Describethe firm’s workload and current capacity to accomplish the work by the proposeddeadlines.d. Describe any issue of which would be uniquely relevant in evaluating theexperience of Firm’s to handle the proposed project(s).e. Describe Firm’s presence in Missouri and knowledge of the project area.2City of Clark, MissouriPage 3f. Provide current information on professional errors and omissions coverage carriedby Firm, including amount of coverage.g. The City of Clark, Randolph County, Missouri reserves the right to request anyadditional information to assure itself of a Firm’s financial status.3. Specialized KnowledgeFirm’s should:a. Describe their knowledge and experience in the particular types of projectsdescribed in Part One by providing examples and references.4. Personnel/Professional QualificationFirm should:a. Identify staff members who would be assigned to act for Firm (includingsubcontractors) in key management and field positions providing the servicesdescribed in Part One: Scope of Services, and the functions to be performed byeach.b. Estimate the number of persons to be assigned to this project, indicating the numberof working in Missouri and the number working elsewhere.3City of Clark, MissouriPage 4Rating PointsFirms will be evaluated on the basis of the written material submitted and according to thefollowing factors:1. Specialized experience of the firm with wastewater and road/street 40%projects.2. References from other clients attesting to firms.15%3. Estimated schedule for completion.10%4. Firms proximity to and familiarity with the area.10%5. Current capacity and capability to accomplish the work in the proposed 10%time.6. Experience of the firm with Federal and State construction projects. 10%7. As a result of the interviews, theCity of Clark, Missouri will determine which firm will be selected to enter into contractnegotiations.
