PUBLIC NOTICE
B820-26-05 Traffic Signal Upgrade Equipment and Related Materials Procurement
CITY OF LANCASTER, PA
The City of Lancaster, PA will receive bids online for the Traffic Signal Upgrade Equipment and Related Materials Procurement until July 23, 2026, at 11:00AM at which time they shall be opened electronically and published on PennBid’s website. In general, the work under this contract consists of furnishing, delivering (in one delivery) and offloading the materials to the City’s Streets Bureau facility located at 750 Fairview Avenue, Lancaster, PA 17601 where the materials will be stored until the construction begins.
The successful bidder shall be required to comply with all applicable laws protecting individuals from discrimination.
The Project and contract are subject to certain requirements, including compliance with all provisions of the Steel Products Procurement Act, and other applicable requirements of federal and state law as specifically set forth in Article 27 of the Instructions to Bidders.
The Project will be funded in whole or in part by a Green Light-Go grant from the Commonwealth of Pennsylvania, Department of Transportation (PennDOT”). As such, all equipment and materials must be PennDOT-certified and documentation of such must be provided to City. In addition to cost, the bidder’s ability to deliver the materials by December 31, 2026 and the bidder’s ability to provide technical assistance will also be considered as part of the bid evaluation.
The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder’s processes with other City services and the bidder’s ability to handle the volume of work proposed. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources.
The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications.
The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
