Monday May 4, 2026 at the office of the City Administrator, 22 South First Street, Geneva,IL, 60134 and will be publicly opened and read aloud at that time. The proposed project consistsof Sanitary Sewer Lining and all necessary traffic control.Questions concerning the FY27 Sanitary Sewer Rehabilitation should be directed to BobVanGyseghem, Superintendent of Water & Wastewater, by email bvangyseghem@geneva.il.us,no later than 3:00 p.m. CST on April 20, 2026. An addendum will be issued with responses to anyquestions by April 27, 2026The Contractor and sub-Contractors shall pay not less than the current prevailing wages at the timeof the signing of the contract as found by the Department of Labor or as determined by the Courtof Appeal, to all his/her employees performing work under the Contract. A signed certificationstating the above as well as the fact that the bidder is not barred from bidding as a result of aviolation of either Section 33E-3 or 33E-4 of Chapter 38, Illinois Revised Statues, 1987 (asamended) must be submitted by the successful bidder as part of this contract.A digital copy of Instructions for Bidders, Bid Form, Sewer Videos/Reports, and Specifications isavailable of the City of Geneva website: https://www.geneva.il.us/All Bids shall be submitted in accordance with the Instructions for Bidders and shall beaccompanied by a 10% Bid guarantee consisting of a bid bond, as provided for under terms ofsaid Instructions for Bidders and Specifications. Complete instructions for filing Bids are includedin the Instructions for Bidders.The City reserves the right to reject any or all Bids and waive technicalities.2CITY OF GENEVAFY27 SANITARY SEWER REHABILIATION00100-3INSTRUCTIONS FOR BIDDERSSECTION 00100INSTRUCTIONS FOR BIDDERSFY27 SANITARY SEWER REHABILITATIONCITY OF GENEVAUse the link below for videos and reports of the sewers to be lined.https://thor.geneva.il.us/misc/FY27Lining/Certain additional terms used in these Instructions for Bidders have the meanings indicated belowwhich are applicable to both the singular and plural thereof.Bidder - one who submits a Bid directly to Owner as distinct from a sub-bidder, whosubmits a bid to a Bidder.Issuing Office - the office from which the Bidding Documents are to be issued and wherethe bidding procedures are to be administered.Successful Bidder - the lowest, responsible and responsive Bidder to whom Owner (onthe basis of Owner's evaluation as hereinafter provided) makes an award.Article 1. Qualifications of Bidders1.1 To demonstrate qualifications to perform the Work, each Bidder must be prepared tosubmit within five days after Bid opening, upon Owner's request, detailed written evidencesuch as financial data, previous experience, present commitments, and other such data asmay be called for. Each Bid must contain evidence of Bidder's qualification to dobusiness in the state where the Project is located or covenant to obtain suchqualification prior to award of the contract.The investigation of a Bidder will seek to determine whether the organization is adequatein size, has had previous experience and whether available equipment and financialresources are adequate to assure Owner that the Work will be completed in accordancewith the terms of the Agreement. The amount of other work to which the Bidder iscommitted may also be considered.1.2 In evaluating Bids, Owner will consider the qualifications of only those Bidders whoseBids are in compliance with the prescribed requirements.1.3 Owner reserves the right to reject any Bid if the evidence submitted by, or the investigationof, such Bidder fails to satisfy Owner that such Bidder is properly qualified to carry out theobligations of the Contract Documents and to complete the Work contemplated therein.3CITY OF GENEVAFY27 SANITARY SEWER REHABILIATION00100-4INSTRUCTIONS FOR BIDDERS1.4 Owner may consider the qualifications and experience of Subcontractors and other personsand organizations (including those who are to furnish the principal items of material orequipment) proposed for those portions of the Work as to which the identity ofSubcontractors and other persons and organizations must be submitted as described herein.Article 2. Copies of Contract Documents2.1 Complete sets of Contract Documents shall be used in preparing Bids; neither Owner norEngineer assumes any responsibility for errors or misinterpretations resulting from the useof incomplete sets of Contract Documents.2.2 Each Bidder shall submit two (2) copies of the Bid Documents.2.3 The Owner and Engineer, in making copies of Contact Documents available, do so onlyfor the purpose of obtaining Bids on the Work and do not confer a license or grant for anyother use.Article 3. Examination of Contract Documents and Site3.1 Before submitting a Bid, each Bidder must (a) examine the Contract Documents, includingAddenda, thoroughly, (b) visit the project sites to become familiar with local conditionsthat may in any manner affect cost, progress or performance of the work, (c) becomefamiliar with Federal, State and local laws, ordinances, rules and regulations that may inany manner affect cost, progress or performance of the Work, (d) study and carefullycorrelate Bidder's observations with the requirements of the Contract Documents, and (e)satisfy themselves of the accuracy of the estimated quantities in the Bid Schedule.3.2 Before submitting a Bid, Bidders may, at their own expense, make such investigations andtests as they may deem necessary to determine their Bid for performance of the Work inaccordance with the time, price and other terms and conditions of the Contract Documents.3.3 On request, Owner will provide each Bidder access to the site to conduct suchinvestigations and tests as each Bidder deems necessary for the submission of a Bid.3.4 The lands upon which the work is to be performed, rights-of-way for access thereto andother lands designated for use by Contractor in performing the work are identified in theSpecifications, Special Provisions or on the Drawings.3.5 The submission of a Bid will constitute an incontrovertible representation that the Bidderhas complied with every requirement of this Article 3 and that the Contract Documents aresufficient in scope and detail to indicate and convey understanding of all terms andconditions for performance of the Work.Article 4.
