Pre-Bid Meeting:
A mandatory pre-bid meeting will be held on Wednesday, April 15, 2026 at 1:00 p.m. at City Hall Council Chambers located at 110 Main Street, Fort Morgan, Colorado. All prospective bidders must attend the pre-bid meeting in order for the City to accept their bid.

The Bid shall consist of furnishing all labor, materials, and equipmentnecessary to complete soil stabilization and HBP installation to those streets listed on the LocationSchedule in the Specifications, or as directed by the City Project Representative. More specifically,this project shall consist of applicable traffic control, valve/manhole adjustments, asphalt removal frompaved existing roadway, installation and compaction of soil stabilization (Portland Cement) and placinghot bituminous pavement.Further details are listed for each project below:Full removal and replacements:Project: A1.Class S75 PG58-28Lower 4” lift2.Class SX75 PG58-28Upper 3” lift – finalwearing course3.Rotomill existingasphalt to subgradeAll construction shall be installed in conformance to Section400 of the CDOT Standard Specifications for Road and BridgeConstruction as applicable to this project. The HBP shallconsist of CDOT (Grade S)(75)(PG58-28) with 25% or lessRAP materials and shall be compacted in accordance withCDOT guidelines. The gutter shall be prime coated inaccordance to Section 407. Prime coat type shall be listed onCDOT’s approved materials list. All crossslopes shall conform to the Specifications in Section V.No. 15 and removal of excess subgrade material shall beconsidered a part of Bid Item.4.Furnish and installAll construction shall be in conformance the Colorado 2011Portland Cement for soil Standard Specifications for Road and Bridge Construction,stabilization @ 4% to a including Special Provision to Section 307.06 as listed herein.depth of 12 inches,4% Portland Cement, based on dry unit weights shall beincluding compaction blended into the top 12-inches of the subgrade and adjusted inmoisture and compacted immediately after incorporation. Themoisture content of the blended material should be adjustedwithin 2% of the optimum moisture content and compacted to95% of the standard proctor maximum dry density value. Thefly ash shall be mixed in place and the subgrade shall becompacted and proof rolled with a rubber-tired roller. Removalof excess subgrade material shall be considered a part ofBid Item.5.Lower/RaiseAll existing water/gas valves shall be lowered to a safe depthwater and/or gas valves before construction and then raised to the proposed finishedgrade following installation of the HBP. A 6” thick concretecollar shall be constructed around the water valves. Theconcrete shall maintain a 7” distance from the edge of thevalve to the edge of asphalt.6.Lower/Raise manhole All existing shall be lowered to a safe depth beforeconstruction and then raised to the proposed finished gradefollowing installation of the HBP. A 6” thick concrete collar shallbe constructed around all manholes that are raised afterplacement of the top lift of HBP. The concrete shall maintainan 18” distance from the edge of manhole rim to the edge ofasphalt.7.Traffic ControlAll traffic control plans, devices and methods shall comply withcurrent MUTCD Standards.
