Until Congress adopts a final budget, the California Department of Housing and Community Development (HCD) approves the County’s PLHA annual funding application, the State releases its final ESG allocation
amounts, and the City of East Palo Alto confirms the amount of its allocation, the total amount of funds to be available will not be known. All submitted questions and San Mateo County responses will be uploaded under the Related Documents page approximately every 7-10 business days. The County of San Mateo (the “County”) invites applications for housingand community development capital activities further described in Section II and focusing on two categories –Housing Development and Public Facilities Development and/or Improvement. Funding for these twocategories will be sourced from the federal Community Development Block Grant (CDBG) and Home InvestmentPartnerships (HOME) Programs. July 1, 2026, is the earliest date that funding for FY 2026-27 awards under this NOFA1 The County is required to set aside at least 15% of annual HOME allocations for Community Housing DevelopmentOrganization (CHDO) -Owned, - sponsored, or -developed housing projects. CHDO requirements are enumerated in Section92.2 of the HOME regulations (24 CFR Part 92). CHDOs are required to re-qualify each time they apply for HOME funds. Instructions on federal funding requirements and use of the City Data Servicesapplication process will be provided. This workshop is tentatively scheduled for Tuesday, December 16, 2025, from10:00-11:30 am.Applicant Eligibility Requirements:• For CDBG funding, applicants must be an eligible City, a County or other public agency, or a qualified501(c)(3) or (c)(4) non-profit organization. For-profit organizations may apply for HOME funding.• All applicants must submit the latest certified financial audit of their organization, no more than onefiscal year old and prepared by a CPA, including any management letters for applicable organizationFiscal Year.• If your organization has spent over $1,00,000.00 in federal funds, a single audit will be required todetermine your organization’s capacity to manage federal funding.• Non-profit organizations must submit evidence of current nonprofit status and an up-to-dateroster of their Board of Directors.• If you are proposing a new project located within any city’s jurisdiction, the City Manager from that citymust be notified and evidence of this notification must be included with the application. You areencouraged to seek a response letter acknowledging your notification. This letter is not required fordevelopments in unincorporated San Mateo County.Application Deadline.
