SummaryThe County of Orange, Health Care Agency (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) to provide Day Treatment Intensive (DTI) services . Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.
The proposed schedule below is subject to change. Any changes to the schedule for the RFP process will be issued to all Respondents via addenda on the County's eProcurement Portal.
This is a fully electronic Request for Proposals (RFP). Respondents must submit their proposals online via the County’s online bidding system. Only electronic proposals will be accepted. Facsimile and e-mail proposals will NOT be allowed. All questions or requests for interpretations must be received within this solicitation by Tuesday, March 31, 2026 , before 4:00 pm as specified in the solicitation. Respondents are not to contact other County personnel with any questions or clarifications concerning this solicitation. Verbal clarifications or responses will not be considered binding.
BackgroundDay Treatment Intensive Services (DTI) are services for Medi-Cal beneficiaries who meet medical necessity criteria for Specialty Mental Health Services (SMHS) under the County's Behavioral Health Plan (BHP). These services are intended for people with a serious mental disorder, as defined by Welfare and Institutions Code section 5600.3, that impairs daily functioning and requires treatment from a team of mental health professionals. Eligibility is based on having a qualifying mental health diagnosis and a need for services to improve or maintain functioning, prevent deterioration, or avoid hospitalization. SMHS are a set of intensive mental health services provided through the County's BHP for Medi-Cal beneficiaries who need more than traditional outpatient care. These services may include:
- Individual and group therapy
- Medication support
- Case management
- Day treatment programs
- Crisis intervention
- In-home or community-based support
DTI is a structured, multi-disciplinary program of therapy as an alternative to hospitalization or to maintain community placement, providing services for at least three (3) hours per day to individuals with serious mental illness (SMI). SMI refers to a diagnosable mental, behavioral, or emotional disorder that significantly interferes with a person's ability to function in daily life. Examples include:
- Schizophrenia and other psychotic disorders
- Bipolar disorder
- Major depressive disorder
- Severe anxiety disorder
DTI program requirements include:
- Delivering services in person, for a minimum of three (3) hours per day
- Be capable of offering both half-day and full-day program options, with a full day model (five (5) hours per day) preferred
- Operate five (5) to seven (7) days per week
- Provide transportation to and from the facility
- Serve clients who have been pre-authorized by the Orange County BHP
