Solicitation Number: 274-HCD-FY26-16 Project Title: Fiscal Administrator for Rental Assistance Program Description: The selected firm (Fiscal Administrator) will administer the monthly financial subsidy for participants. It is anticipated that the program(s) will begin with approximately 10-20 active participants and may grow over time to as many as 300 participants, depending on future availability of resources. The selected Fiscal Administrator should demonstrate the operational capacity to scale program administration rapidly if additional funding becomes available. It is anticipated that rental assistance will be provided to each participant for up to 12 months. The City enlists and prepares 21st Century staff with the skill sets to carryout the duties of the City through transparent civic engagement and by providing the verybest customer service to our citizens.Like many communities across the United States, Raleigh is experiencing a significanthousing affordability crisis driven by rising rents, limited housing supply, and increasingcost burdens for low- and moderate-income households. As housing costs haveoutpaced wages, more households are at risk of housing instability, displacement, andhomelessness. These local challenges reflect broader national trends, where theshortage of affordable housing has become a primary driver of increased homelessness.2In Wake County, the impacts of the housing crisis are visible in the growing number ofresidents experiencing homelessness. Tenant-Based Rental Assistance (TBRA) is anationally recognized, evidence-based intervention that helps households obtain andmaintain stable housing by providing short- to medium-term rental assistance pairedwith supportive services. TBRA has been shown to be effective both in preventinghomelessness for households at imminent risk of losing housing and in rapidlyrehousing individuals and families experiencing homelessness. By reducing immediatehousing cost barriers, TBRA can improve housing stability and create pathways to long-term self-sufficiency.The City of Raleigh, in partnership with Wake County and other community partners, isaddressing homelessness using TBRA and complementary interventions. Through itsCare Navigation team, a component of Raleigh CARES, the City has launched a pilotTBRA program and has already seen strong outcomes in helping households quicklysecure permanent housing and avoid returns to homelessness.To expand these efforts, the City is making additional funding available to support TBRAprogramming, including federal funds from the HOME Investment Partnerships Program.The City anticipates initially allocating approximately $300,000 in HOME funds for thiseffort and seeks a qualified fiscal administrator to implement and manage the program incompliance with applicable federal requirements. The selected administrator should alsodemonstrate the operational capacity to scale program administration rapidly ifadditional funding becomes available.This RFP seeks to identify a fiscal administrator that will administer TBRA program(s)associated with these initiatives.1.3 Request for Proposal (RFP) TimelineProvided below is a list of the anticipated schedule of events related to this solicitation.The City of Raleigh reserves the right to modify and/or adjust the following schedule tomeet the needs of the service. Date, time, andlocation of pre-proposal conference is shown above in the RFP Timeline (Section 1.3).1.5 Proposal QuestionsRequests for clarification and questions to this RFP must be received by the City notlater than the date shown above in the RFP Timeline (Section 1.3) for the submittal ofwritten inquires. The firm’s failure to request clarification and submit questions by thedate in the RFP Timeline above shall be considered to constitute the firm’s acceptanceof all City’s terms and conditions and requirements.The City shall issue addenda reflecting questions and answers to this RFP, if any, andshall be posted to North Carolina electronic Vendor Portal (eVP). No information,instruction or advice provided orally or informally by any City personnel, whether madein response to a question or otherwise in connection with this RFP, shall be consideredauthoritative or binding.
