Project Description: The Town of Palm Beach, Florida ("The Town") is hereby seeking proposals from qualified firms to provide impact and mobility fee consulting services.
The Town requires impact and mobility fee consultants on a continuing basis to perform impact‐fee studies to ensure that new developments pay a proportionate share of capital facility costs (consistent with Florida law and case-law) and that fees are defensible, transparent, legally compliant and aligned with the Town’s growth, infrastructure, and fiscal plans.
The intent of this "Request for Proposals" is for the Town to select one Applicant Firm capable of providing impact and mobility fee consulting services on an "as-needed" basis.

SUBMISSION:
The Town only accepts online submittal of proposals through Euna, the eProcurement platform linked to the Town website, promoting a greener footprint.
NON-MANDATORY PRE-PROPOSAL CONFERENCE:
A non-mandatory pre-proposal conference will be held virtually via the Microsoft Teams meeting platform.

Date/Time are specified in the "Events" section.
Attendance is strongly encouraged as this will be the only forum to seek clarification directly from Project Manager and Town staff.
AWARD:
Award shall be made to the Proposers which offer the best value to the Town. The Town reserves the right to reject any and all proposals, to waive non-material irregularities or technicalities and to re-advertise for all or any part of this solicitation as deemed in its best interest. The Town shall be the sole judge of its best interest.
No proposer may withdraw their proposals for a period of one hundred and eighty (180) days from the date set for the opening thereof.
TERM:
The professional service agreement(s) resulting from this request for proposals shall be for a term of two (2) years to begin upon award. There shall be three (3) additional one (1) year term options, based on mutual agreement and satisfactory performance, for a maximum contract length of five (5) years.
RESPONSIBLE VENDOR DETERMINATION:
Respondent is hereby notified that Section 287.05701, Florida Statutes, requires that the Town of Palm Beach may not request documentation of or consider a vendor’s social, political, or ideological interest when determining if the vendor is a responsible vendor.
