The Las Virgenes Municipal Water District is seeking Proposals for industrial pump maintenance and repair. Proposals are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/lvmwd , no later than 4pm on 7/16/2026.



Background

The Las Virgenes Municipal Water District (District) provides potable water, wastewater treatment, and recycled water services to a large area in western Los Angeles County. This includes the cities of Agoura Hills, Calabasas, Hidden Hills, and Westlake Village, as well as some unincorporated areas, notably in the Santa Monica Mountains, serving around 5,000 acre-feet of potable water annually. The service area includes mountainous terrain and is subject to challenging environmental conditions, such as high summer temperatures, winter freezes, landslides, and seismic activity. The District is organized under the Municipal Water District Law of 1911 (California Water Code 71000) and governed by a publicly elected five-member Board of Directors.

The District relies entirely on imported water, sourced from the Metropolitan Water District of Southern California. There are no local potable water sources within the District's boundaries.

The District owns and maintains extensive infrastructure to serve its customers, including:

    • 25 water tanks, for storage of both potable water and recycled water
    • 24 pumping stations
    • Approximately 394 miles of water pipelines
    • The 10,000-acre-foot Las Virgenes Reservoir
    • Westlake Filtration Plant
    • Rancho Composting Facility
    • Tapia Water Reclamation Facility
    • Interconnection to Calleguas Water
    • 2 Lift stations
  • The District partners with Triunfo Water & Sanitation District through a Joint Powers Authority (JPA) to treat wastewater. This JPA coordinates the following additional facilities:
    • Tapia Water Reclamation Facility operation and capital improvements
    • Rancho Las Virgenes Composting Facility operation and capital improvements
    • Design/Build project to develop the Pure Water Project (PWP) Las Virgenes-Triunfo project. The PWP is an advanced water treatment project to purify recycled water to drinking water standards, increasing the region's locally sourced drinking water supply.
  • The District has invested heavily in recycled water, which serves as a significant offset to imported water. They also emphasize water conservation including the following programs:
    • Automatic Meter Reading / Advanced Metering Infrastructure
    • Smart Water timers are provided to customers for Landscaping
    • Native / Drought Tolerant Landscape classes
    • Other programs are available through our public outreach and resource conservation group

The Las Virgenes Municipal Water District (LVMWD) provides vital potable water, recycled water, and wastewater treatment services to approximately 75,000 residents across the cities of Agoura Hills, Calabasas, Hidden Hills, Westlake Village, and unincorporated areas of western Los Angeles County. Given the unique, rugged topography of the Malibu Creek watershed and the Santa Monica Mountains service area, LVMWD relies heavily on a complex network of dynamic infrastructure to maintain system pressures, satisfy peak seasonal demands, and ensure uninterrupted fire protection.

To sustain operations across multiple pressure zones, the District operates and maintains a robust network of domestic and recycled water pump stations, lift stations, and treatment facility booster systems. These facilities house a diverse fleet of critical pumping equipment, including high-capacity vertical turbine pumps (such as Peerless, Johnston, and Flowserve configurations), split-case centrifugal pumps, and specialized submersible units.
