This is an informal request forbids, and the bids received will not be made public until the contract is awarded.Work is to be performed at the Dixon Water Treatment Plant, located at 6661 Wilmington Hwy,Holly Ridge, NC, 28445A mandatory site visit will be held at the Dixon Water Treatment Plant on January 14, 2026, at10:00 am to allow prospective bidders to physically inspect the work location before submittinga bid. Bidders who fail to attend the mandatory site visit shall have their bids rejected as non-responsive.Bids must be submitted on the Bid Pricing Sheet (Exhibit 1), which is included in this RFB Package,and must be completed in its entirety.The quoted price should not include any sales or use taxes but should only reflect the actual bidprice of the service and materials.Contractors submitting a bid are hereby notified that NC General Statutes relating to contractorlicensing will be observed in receiving bids and awarding Contracts.ONWASA reserves the right to reject any or all bids, to waive informalities, and to accept any bidwhich, in the opinion of ONWASA, appears to be in its best interest or to award this contract inpart or in total.Bids will be evaluated by determining the lowest responsive, responsible bidder, considering:•The Bidder's ability and capacity to provide the designated materials.•The Bidder's price for services.•Character, integrity, reputation, judgment, experience, and efficiency of the bidder.All bids shall be notarized. SCOPE OF WORKThe Contractor shall provide all labor, equipment, and materials necessary to remove and replacethe existing 8” diameter reduced-pressure zone with pressure relief valve, gate valves, pressurereducing valves, automatic control valve, and associated plumbing. Work is to be performed atthe Dixon Water Treatment Plant. Located at 6661 Wilmington Hwy, Holly Ridge, NC, 28445All materials and work on this project shall conform to the following requirements:GENERAL REQUIREMENTSa. Work shall be performed in accordance with all applicable State and local codes andregulations governing this project.b. Contractor must possess a valid State of North Carolina Utilities Contractor license.c. Entrance to this site is restricted; work schedule must be coordinated with ONWASA toensure access.d. Contractor shall conduct operations in such a manner as to avoid damage to plant sitefacilities (controls, building, security gate, and fencing, etc.). Any such damage shall berepaired by the contractor at no additional cost to ONWASA.e. Contractor to handle all personnel requirements on the construction site (i.e., portabletoilets, coolers for drinking water, etc.). Use of plant facilities (which rely on water fromthe line being worked on) is not permitted.f. The contractor shall leave the site clean, neat, and free of debris.g. Contractor will have forty-five (45) calendar days from the date when the Notice toProceed is awarded to complete this project. The contractor may request an extension ofthe completion time for consideration by ONWASA by submitting, in writing, the reasonfor the extension request and proposed new completion time.REMOVE AND REPLACE EXISTING REDUCED-PRESSURE ZONEa. Contractor shall verify the existing line is isolated; stop work and inform ONWASA if it isnot.1. This will require a shutdown of the plant and will need to be scheduled at leastseven (7) calendar days in advance.2. All materials and supplies will need to be on-site prior to the existing line beingisolated.3. The line must be returned to service by the end of the day.b. Remove the upstream 8”x4” Tee, pressure reducing valve, and true union ball valve.c. Replace 8” ductile iron gate valved. Replace the existing 8” Reduced-Pressure Zone with pressure relief. Contractor shallsubmit manufacturer’s spec sheets for these items to ONWASA for approval beforeordering.e. Replace 8” ductile iron gate valve.f. Replace downstream 8”x4” ductile iron teeg. Replace 2” Pressure Reducing Valve and 2” schedule 80 true union ball valveh. Plumb connection from the 2” Pressure Reducing Valve to the existing 2” service waterline and the existing 2” potable water line before their respective flow meters.i. Install a 2” schedule 80 true union ball valve on the line between the service water andpotable water connections.j. Replace 8” Automatic control valve. Contractor shall submit manufacturer’s spec sheetsfor these items to ONWASA for approval before ordering.k. Install pressure gauges upstream and downstream of the new assembly.l. Install a ¾” spigot on the same line as the upstream pressure gauge.m. Install necessary supports sufficient for the size and weight of the new assemblyn. Pressure test line for leaks; Contractor shall coordinate with ONWASA so staff can witnesspressure testing.o. Prime and paint new piping and fittings with materials suitable for this application; colorto be chosen by ONWASA.TEST AND START UPa. Contractor shall disinfect all new piping before putting it back in service.b. Contractor shall coordinate with ONWASA to test installed equipment to ensure properoperation before final acceptance of the work, including passing a post installationcertified backflow test. ONWASA will be provided with documentation of the postinstallation certified backflow test.c. Contractor will be responsible for the removal and disposal of all debris from this project.d. Contractor shall warranty work for no less than (90) days for workmanship and providethe full manufacturer’s warranty period on materials.END SCOPE OF WORKBIDDING INSTRUCTIONS1. BIDDING ADMINISTRATIONThe Contractor shall contact ONWASA’s Purchasing Agent with any questions regardingthe Request for Bid and guidance on matters of interpretation or problems regarding theterms, conditions, or specifications.ONWASA staff may be designated as authorized representatives of ONWASA. However,they are not authorized to change, amend, or interpret the specific terms, conditions, orprovisions of the agreement.Any questions regarding the RFB or proposed contract must be submitted in writing, atleast five (5) business days before the submittal date for the bid and directed to theONWASA Purchasing Agent. All responses that require a change to this Request for Bidwill be issued in the form of a formal addendum.3. ADDENDAAny Addendum issued before the date set forth for bid submittal shall be considered apart of the bid and shall be made a part of the Contract. It is the responsibility of thecontractors to be aware of information issued in the form of an Addendum. Receipt of anyaddenda issued shall be acknowledged as indicated on the bid submittal. Failure toacknowledge addenda will render the bid non-responsive.4. INTERPRETATION OF DOCUMENTSIf any person contemplating submitting a Bid for the proposed Contract is in doubt as tothe true meaning of any part of this Request for Bid or finds discrepancies or omissions inthe Request for Bid, he/she may submit a request for an interpretation or correction toONWASA’s Purchasing Agent. Questions must be submitted in writing, at least five (5)business days before the submittal due date for this bid.
