Bid Title: Hearing Officer Services - Mobile Home Rent Stabilization - Request for Proposals/Qualifications
Category: Requests for Proposals Status: Open Description: The City of Calimesa (City) is requesting proposals from qualified Providers (Providers) to provide hearing officer services under the City’s Mobile Home Rent Stabilization Ordinance (Calimesa Municipal Code Chapter 9.05) (the “Ordinance”) as well as with other rent-related ordinances, policies, and regulations that the City Council may adopt in the future to implement the Ordinance.
The deadline to submit proposals is no later than 2:00 pm on May 1, 2025 at Calimesa City Hall, c/o Darlene Gerdes, 908 Park Avenue, Calimesa, CA 92320.
Interested Providers must submit: An original plus three (3) printed copies and an electronic copy on a flash drive of your proposal in a sealed envelope or box and marked with the RFP/RFQ title by the RFP/RFQ Due Date. Electronically transmitted submissions (Email or fax) will not be accepted. Late proposals will not be accepted. No exceptions.

No later than 5:00 p.m. on April 24, 2025, the City will post any addendums, updates or City responses to all questions received on the City website at https://www.calimesa.gov/Bids.aspx . The identity of the Provider asking the question will not be posted. The City will not respond to inquiries received after April 24, 2025. The City will also not respond to any verbal inquiries received at any time.
Providers shall not contact other city personnel with any questions or clarifications concerning this RFP/RFQ. The City will initiate all official communication concerning this RFP/RFQ. Any City response relevant to this RFP/RFQ other than through, or approved by, the Deputy City Manager is unauthorized and will be considered invalid. Each Provider is responsible for obtaining all addenda prior to submitting a proposal and shall acknowledge in the proposal receipt of each addendum as part of the proposal. Failure to acknowledge receipt of all addenda as part of the proposal may result in rejection of the proposal.

• A Juris Doctor degree and a license to practice law in the State of California.
• Minimum five (5) years of experience as a hearing officer or as an attorney representing clients before administrative decision makers such as hearing officers, city councils, county boards of supervisors, and/or city commissions in the State of California, preferably including rent stabilization law-related experience.
• Possess a City of Calimesa business license or be able to obtain one.
