REQUEST FOR BIDSElectronic Bids for the construction of the WEIL AVENUE IMPROVEMENTS STP 4901 (652) will be VIRTUALLYreceived by the CITY OF SHREWSBURY on FEBRUARY 3RD, 2026 at 11:00 A.M. Please submit bids in PDFelectronic file format. All bids shall be submitted by Email Transmittal; subject line to Include “WEIL AVENUEIMPROVEMENTS STBG 4901(652) (Bid Submittal)”. Send bids to the City of Shrewsbury, at email addresskwands@shrewsburymo.gov . Copy submittal email to Weis Design Group, at email address:wdg@weisdesigngroup.com. Email submittals received by the City of Shrewsbury after said time will not beconsidered.The proposed work includes the furnishing of all materials, tools, equipment and labor necessary for the construction ofapproximately 2,430 SY of asphalt pavement removal and full-depth reconstruction, including approximately 282 TONSof asphalt surface course, 844 TONS of asphalt base course, and approximately 1,683 LF of concrete curb and gutter, andminor concrete street slab replacement in accordance with the plans and specifications and other items identified in thecontract documents. The contractor is responsible for all items of work necessary to complete the project.Digital copies of the plans and specifications may be obtained, starting on DECEMBER 22ND, 2025 by emailing WEISDESIGN GROUP at wdg@weisdesigngroup.comEach bid must be accompanied by a cashier’s check or certified check, or a Bid Bond executed by the BIDDER and anapproved surety company and payable to the CITY, in an amount not less than five percent (5%) of the sum total of thebase bid.Not less than the prevailing hourly rates of wages that the higher of State or Federal Wage Rates shall prevail, or determinedby court on appeal, shall be paid to all workers performing work under this Contract.The DBE goal for this letting is a minimum 0% of the total contract amount.All BIDDERS must meet the MoDOT requirements as a CONTRACTOR prior to bid opening in accordance with theMissouri Standard Specification Book for Highway Construction.A Performance Bond and Payment and Materials Bond are required.The City of Shrewsbury hereby notifies all bidders that it will affirmatively ensure that in any contract entered intopursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individualswill be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on thegrounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.In accordance with the Davis-Bacon Act, and the Missouri Prevailing Wage Law, the Contractor will be required tocomply with the wage and labor requirements and to pay minimum wages in accordance with the schedule of wage ratesestablished by the United States Department of Labor and the Missouri Division of Labor Standards, respectively. Thehighest rate between the two (Federal and State) for each job classification shall be considered the prevailing wage.No bid may be withdrawn within thirty (30) days after the scheduled closing time for receipt of bids. The City must firstreceive MoDOT approval before rejecting bids and awarding the contract. MoDOT will only concur with awarding thecontract to the "lowest, responsive, responsible bidder".The bidder shall have examined and shall be familiar with the local conditions affecting the work, and the contract, contractdocuments, including the Missouri Highways and Transportation Commission’s “Missouri Standard Specification forHighway Construction, 2024" and most current supplement, and “Missouri Standard Plans for Highway Construction,2024”.Bidders are informed that pursuant to Section 285.530, RSMo, as a condition of the award of any contract in excess of fivethousand dollars ($5,000.00), the successful bidder shall, by sworn affidavit and provision of documentation, affirm itsenrollment and participation in a federal work authorization program with respect to the employees working in connectionto the contracted services. Successful bidders shall also sign an affidavit affirming that it does not knowingly employ anyperson who is an unauthorized alien in connection to the contracted services (E-Verify).Missouri law, 292.675 RSMo, requires the Contractor and its subcontractor(s) to provide a ten-hour occupational safetyand health administration (OSHA) construction safety program (or a similar program approved by the Missouri Departmentof Labor and Industrial Relations as a qualified substitute) for their on-site employees (laborers, workmen, drivers,equipment operators and craftsmen) who have not previously completed such a program and are directly engaged in actualconstruction of the improvement (or working at a nearby or adjacent facility used for construction of the improvement).The Contractor and its subcontractor(s) shall require all such employees to complete this ten-hour program, pursuant to292.675 RSMo, unless they hold documentation on their prior completion of said program. Penalties for non-complianceinclude Contractor forfeiture to the City of Shrewsbury in the amount of $2,500, plus $100 per contractor andsubcontractor employee for each calendar day such employee is employed beyond the elapsed time period for requiredprogram completion under 292.675 RSMo.
