Notice is hereby given that the City of Harlingen, TX will receive competitive, sealed bids for:Bid 2026-05 Harlingen Smart CorridorsCSJ: 0921-06-401Bid/Contract Documents, including Drawings and Technical Specifications may be obtained at the Purchasing Office, 404South 54th, Harlingen, Texas 78550 during regular business hours or may be emailed upon request tomleal@myharlingen.us.Sealed bids must be submitted on or before 2:00 p.m., Wednesday, May 27, 2026, at the Purchasing Office, 404 S. 54thSt., Harlingen, Texas 78550. Bids will be publicly opened and read aloud at 2:30 p.m., Wednesday, May 27, 2026, at CityHall located at 118 E. Tyler Avenue, Harlingen, TX 78550. All inquiries shall be submitted by Wednesday, May 20, 2026.Inquiries after this date will not receive a response.A bid bond in the amount equal to five percent (5%) of the bid issued by an acceptable surety shall be submitted with eachbid. A certified check or bank draft payable to the City of Harlingen or negotiable U.S. government Bonds (as par value)may be submitted in lieu of the Bid Bond.Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and related Acts) wagerate, as issued by Department of Labor and contained in the contract documents, must be paid on this project. In addition,the successful bidder must ensure that employees and applicants for employment are not discriminated against because ofrace, color, religion, sex, national origin, sexual orientation, gender identity, or any other classification protected under thelaw. All first-tier contractors are required to have or obtain an Employer Identification Number (EIN), a DUNS number, andto register with the System for Award Management (SAM). Contractors & subcontractors will be required to complywith the provisions of the E-Verify Federal Contractor Rule.The City of Harlingen reserves the right to reject any or all bids or to waive any formalities or informalities in the bidding andto award the contract to the Bidder which it considers has submitted the best and most advantageous bid. Bids may beheld by the City of Harlingen for a period not to exceed ninety (90) calendar days from the date of the bid opening. Thesedays shall be utilized for the purpose of reviewing the bids and investigating the Bidders qualifications prior to the contractaward. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participationon federal assistance programs may not undertake any activity in part or in full under this project. The City of Harlingen isan Affirmative Action and Equal Opportunity Employer. Small (SBE), minority (MBE), and women-owned businesses (WBE)are encouraged to submit bids for this project.Eligible bidders on this project must be prequalified through TxDOT. Refer to TxDOT’s website for prequalificationrequirements.
