The awarded Contract, (hereinafter referred to as Contract) will be between the City and awarded Bidder, (hereinafter referred to as Contractor) in accordance with the model contract terms, conditions and scope of work. This is a fully electronic solicitation – only electronic bids submitted through the City’s online bidding system will be allowed; no other form of bid submittals will be accepted. Prior to submitting a bid, Bidders are advised to carefully read the instructions below, including the model contract and any solicitation attachments and/or exhibits.
BackgroundThe City of Anaheim, founded in 1857, is one of the nation’s premier municipalities and is one of California’s most populous and most visited cities. Anaheim covers 50 square miles with more than 340,000 residents and more than 3,200 City employees. Anaheim supports a thriving business community, and successful sports franchises including Angels Baseball and the Anaheim Ducks. Anaheim also boasts world-class meeting and entertainment venues with: The Anaheim Convention Center, LEED-certified and the largest convention center on the West Coast; Honda Center; City National Grove of Anaheim; Anaheim Garden Walk; Angel Stadium; and Anaheim Regional Transportation Intermodal Center (ARTIC). Annually, Anaheim welcomes more than 20 million visitors to the city, truly making it a destination where the world comes to live, work, and play.
City of Anaheim desires the services of qualified landscape contractors to maintain up to (2) two out of (4) sectors per the Specifications and Scope of Work described in this document. The maintenance includes everything except for ball-field lighting, playground equipment, and restrooms.
The bid is separated into (4) four service sectors (West, East, North Central, and Central) allowing bidders to bid on all sectors and only to be awarded no more than two service areas. (SEE SECTION: Basis of Award and Award Limitation for further detail)
Contractor must provide everything necessary at contractor’s expense including, but not limited to all labor; training; materials; tools; equipment; transportation; hauling; dumping; pesticides; chemicals; supplies and other items needed to perform high quality grounds/landscape maintenance pursuant to the terms defined here in.
Fertilizer; playground; volleyball sand; mulch and wood chips will be provided to contractor by City, Contractor must provide all grounds/landscape maintenance at work sites listed herein, including, but not limited to pruning, trimming, shaping and training of shrubs, and ground cover plants; removing and controlling weeds; controlling plant diseases and pests; mowing turf, edging turf and ground cover; irrigating plant material; maintaining and repairing irrigation systems; removing trash and debris; and other services required to maintain the work sites in a safe, attractive and useable condition.
Contractor must maintain all plant material in a healthy condition and healthy appearance using the best industry and horticultural accepted standards for growth, color, and appearance as determined by the City Representative/ City Project Manager.
Additionally, this bid includes Nature Park sites that may occasionally require slope maintenance, mechanical brush clearance, weed abatement, and trail upkeep. These services are considered supplemental and are not included in the base scope of work. Each task will be priced according to the provided bid pricing submittal and scheduled as requested by the City Representative/ City Project Manager (CR/CPM)

License and Certification Requirements
- Bidders must possess a valid California C-27 (Landscaping Contractor) license at the time of bid submittal. Bidders shall submit a copy of their current and valid California Contractor’s License with their bid. Failure to possess the required license classification at the time of bid submittal may render the bid non-responsive.

Have or hire subcontractors with the following:
- Department of Pesticide Regulation licenses/certifications (PCA/QAL/QAC)
- Irrigation Technician Certification
- Submit a copy of your current valid PWC Registration Number, CA contractor license number and classification(s) in the appropriate places in the ebid.
- Have qualified personnel who have prerequisite knowledge and experience to perform the required work.
- Have valid Certification(s) as may be required for the specific work.

Attendance at the job walk is mandatory to be eligible to bid on this project. Bidders are required to participate in the full site tour of all locations with the City representative on the scheduled date. The meeting is expected to last six (6) hours or more.
Please arrive early. Sign-in will end at 9:00 a.m.; late arrivals will not be permitted to sign in. Bids from late arrivals will not be considered.
