(Local Time), on May 6, 2026, and then at said office opened and read aloud publicly.The Project consists of upgrades to CCMUA’s Sludge Drying Facility.Copies of the bidding documents must be obtained by registering and downloading all documents from theCamden County website:http://www.camdencounty.com/service/purchasing-and-procurements/.In the event of any inconsistencies between this advertisement, as published, and the bid documentation, the biddocumentation shall control.Bids will be received for a single prime Contract. Bids shall be on a lump sum as indicated in the Bid Form.Bidders are required to comply with the requirements of P.L. 1975, c.127. Bidders are required to comply with therequirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.Bidders are required to comply with the requirements of P.L. 1999, c. 238 (N.J.S.A. 34:11-56.25 et seq,), New JerseyState Prevailing Wage Act, where applicable.Prospective Bidders are advised that the Project is subject to a Project Labor Agreement (PLA). The PLA willbe binding upon all Contractors and Subcontractors performing on-site Project work, as defined in Article 3of the PLA Agreement. The copy of the PLA agreement is attached to the Supplementary Conditions, Exhibit21.Proposals are being solicited through a “Fair And Open Process” in accordance with N.J.S.A 19:44A-20.4, etseq., and as such, contractors are exempt from the limitations on making political contributions under that law.This contract or subcontract is expected to be funded in part with funds from the New Jersey Department ofEnvironmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the State of New Jersey,the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies or employees is, or will be,a party to this contract or subcontract or any lower tier contract or subcontract. This contract or subcontract is subjectto the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10.In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, the contractor(subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9. The project sponsor has identified that theSED utilization goal for this project is: twelve percent (12%).Awards will be made only to socially and economically disadvantaged business concerns that are certified by the NewJersey Commerce, Economic Growth and Tourism Commission, the New Jersey Department of Transportation, thePort Authority of New York and New Jersey, New Jersey Transit or other agencies deemed appropriate by the Officeas eligible minority businesses or female businesses.
