SCDRFP26104: 2026 UCF Tree Procurement
Snohomish Conservation District (SCD) requires up to 2,000 trees for the planting season in the Fall and Winter of 2026-2027.
The trees we require will be a variety of sizes from 1 gallon to ball and burlap, and selected from the provided species lists (Appendix A-2026). SCD is open to procuring a variety of cultivars for each of the desired species and is open to procuring species not on the list , as long as they might have high survivability in an urban setting (i.e. drought tolerant, long lived, low maintenance).
All proposals must be submitted electronically through the SCD submission form below as detailed in the RFP Packet no later than June 17, 2026.

This includes state agencies, local and tribal governments, non-profit organizations,institutes of higher education, and private businesses or contractors.TIMEFRAMESCD will finalize orders with selected vendors and provide payment deposits for 2026 trees in June-July of 2026.Orders shall be fulfilled by the middle of September 2026.SELECTION CONSIDERATIONSThe proposals received will be evaluated and ranked according to the following criteria:1. Capability of meeting the project schedule and expected project deliverables (50%)Page 2 of 52. Cost (25%)3. Supplier record of past performance, plant quality and experience with similar projects (20%)4. Native Tree seed sourced from southerly ranges like the Willamette Valley or Coos Bay (5%)Total Criteria Weight is 100%● Preference towards suppliers with the ability to provide multiple species● Preference towards suppliers sourcing native tree species from southern seed sources such as the WillametteValley or Coos Bay● Preference towards supplier who can deliver to our Lake Stevens office● Delivery cost is included in submission of materials● Open to sourcing variety of cultivars for each species listedCONTRACTING, INVOICING, AND PAYMENTVendors shall provide an Invoice or Sales Order which shall serve as a contract.SCD shall provide a deposit payment upon finalization of the sales order.Vendors shall provide a final invoice for balance payment of sales order, after delivery / pick-up of plant materials.SUBMITTING FOR CONSIDERATIONInterested vendors shall submit electronically through the SCD’s webpage for District Business no later than June17, 2025.The submission form collects the following:1. Related Project Experience: evidence of successful projects of similar size, scope and complexity.Including tree delivery capacity.c. Information about where native tree stock is sourced.For this solicitation we are interested in sourcing native trees from southern ranges including, butnot limited to, the Willamette Valley and Coos Bay in Oregon.2. Information about the ability to deliver and delivery fee.3. Vendors must attach eithera. A completed Appendix A about any species you would like to provide and the amount of each thatare available for purchase. An Excel version of Appendix A can be downloaded from SCD’swebpage for District Business; orb. Nursery Price List that includes:● Price list year, Common Name, Botanical Name, quantity available, tree size, and cost pertree; orc. Provide a link to a current price list that includes price list year, Common Name, Botanical Name,quantity available, tree size, and cost per tree.Hard copies, faxed, or telephone proposals will not be accepted.Any other communication will be considered unofficial and non-binding on SCD. Applicants are to rely on writtenstatements issued by SCD.Page 3 of 5APPLICATION REVIEW PROCESSA selection committee will review and evaluate submissions based on available selection, budget, and relevantexperience. The selection committee may opt to arrange Zoom-based follow-up interviews with a short list ofpotential vendors.
