ADVERTISEMENT OF REQUEST FOR QUALIFICATIONS AND PROPOSALSHOUSTON COUNTY BOARD OF COMMISSIONERSHOUSTON COUNTY, GEORGIASR 127 WATER SUPPLY & TREATMENT FACILITYCONTRACT B – WATER TREATMENT FACILITYGeneral NoticeThe Houston County Board of Commissioners (Owner) will be requesting Statements of Qualifications andProposals from Construction Manager at Risk (CMAR) organizations (Proposers) for the construction ofthe following Project, and for related pre-construction and procurement CMAR services:SR 127 WATER SUPPLY & TREATMENT FACILITYCONTRACT B – WATER TREATMENT FACILITYC&S Project No.: H9500.124Houston County Bid No.: 26-04Owner will receive Statements of Qualifications and cost proposals demonstrating the Proposer’squalifications and ability to provide CMAR services and construct the Project at 2018 King’s Chapel Road,Perry, GA 31069, until Tuesday, December 16, 2025 at 10:00 a.m. local time. After that time, Owner willno longer accept Statements of Qualifications and Cost Proposals. See Requests for Qualifications andRequests for Proposals for details on preparing and submitting the Statement of Qualifications and CostProposals.The CMAR Contract will include the following services and Work:1. Install well pump2. Bulk chemical storage and feed3. Degasifiers4. Clearwell5. Administration and electrical building6. High service pumps7. Electrical work (including generator)8. SCADA9. Grading, yard piping, and erosion controlThe pre-construction and procurement services of the CMAR Contract has an expected start date ofJanuary 2026 and an estimated duration of pre-construction and procurement services of 180 days. TheNotice to Proceed for construction is expected to occur July 2026 with a duration of 540 days. Attendance at the Information Conference is mandatory.Two-Step ProcessSelection of the Construction Manager at Risk (CMAR) will be made using a two-step process.Step One: The Owner will receive Statements of Qualifications and Cost Proposals from interestedProposers. These submissions will be evaluated independently and scored based on established criteria.The combined scores will be used to develop a list of qualified, responsive Proposers.
