Contractor to operate OHV Landing Kitchen
Morrow-Grant County OHV Park - Morrow County, Oregon
Morrow County, Oregon, requests proposals for a qualified Contractor to operate the OHV Landing Kitchen to provide food handling and preparation services for various events and the regular season. The complete Request for Proposals, including any addenda, is available at https://www.morrowcountyor.gov/rfps . Janitorial supplies and equipment are furnished. Contractor will be responsible for providing food inventory and maintaining appropriate food handlers’ licenses. Contractors submitting proposals shall be considered based upon the following general evaluation criteria:

The complete Request forProposals, including any addenda or updates, is available on the County’s website athttps://www.morrowcountyor.gov/rfps. The contract is anticipated to begin on May 1,2026, and conclude on or about November 15, 2026. The contract may be extended bymutual agreement of both parties at the end of each season. The County reserves the rightto amend or extend the contract term if it is determined to be in the best interest of theCounty.Section 1: RFP Submittal and Closing DateOne electronic copy of the RFP must be received no later than 2:00 p.m. local time onFriday, February 6, 2026 may not exceed 10 pages. Neither late nor faxed submittalswill be acceptable. Contractors submitting RFPs not in compliance with Section 4will be considered non-responsive. RFPs must be addressed to the following:SubmissionSandi Pointer, Risk and Procurement Manager215 NE Main Ave., Irrigon, OR 97844541-989-8166spointer@morrowcountyor.govSection 2: Inquiries2.1 Questions Only that arise prior to the RFP deadline shall be addressed to thefollowing:Morrow County Parks DepartmentAttn: Greg Closemcparksmgr@morrowcountyor.gov2.2 Contractors shall submit all questions in writing to Greg Close no later thanseventy-two (72) calendar hours prior to the proposal submittaldeadline. Substantive questions and responses will be issued by addendumand made available to all prospective proposers.2.3 It is the responsibility of each applicant/vendor to monitor the Morrow Countywebsite for any addenda, clarifications, or updates to this RFP. Addenda will beposted on the County’s website and will become part of the RFP. Failure to reviewand acknowledge addenda may result in a proposal being deemed non-responsive.RFP Service-Concession Food Service Operation3Section 3: The Landing Kitchen Policy Scope of WorkMission Statement for The Landing at Morrow/Grant County OHV ParkThe purpose of The Landing is to provide a welcoming environment for the OHV Parkguests. The Landing is a place where patrons may gather to relax, visit or to enjoy ameal offered with top service. This experience should enhance the visit for guestsstaying at the Park.The Landing Kitchen Policy Scope of Work1) The Contractor is required to provide food service to the public as per theagreement. The Contractor will be identified as the Park’s food service providerand shall follow all food sanitation rules and regulations, including providing allnecessary permits and licenses. One full hook-up (power, water, sewer) RVcampsite will be provided if necessary.2) At a minimum, proposals must provide a menu for four (4) days per week (mustinclude food service on Thursday, Friday, Saturday, and Sunday) and all holidaysduring the season. A 3-day work week may be accepted during slower partsof the season. These days must include Friday, Saturday, and Sunday.Contractor must work a 4 day weekend on weeks where a holiday falls on aMonday, for example Memorial Day weekend and Labor Day weekend.3) The Contractor will be required to provide a business plan that will include hoursof operation, months of operation and a menu. This plan must be mutuallyagreed on by the Park’s manager, the Assistant County Administrator and theContractor. The full menu must be available at all times, no exclusive dinnersshall be provided.4) The Contractor shall, at its own expense, maintain all insurance required underthis Agreement, including Commercial General Liability Insurance and Workers’Compensation Insurance, and shall name Morrow County as an additionalinsured where required. All insurance coverage and related compliancedocumentation shall meet the requirements set forth in Section 6.2 (GeneralInformation) of this RFP.5) As part of this agreement and based on the above monthly statements, theContractor will pay the County 10% of the monthly gross income. Payment shallbe made out to Morrow County OHV Park, paid by the 15th of the followingmonth, and Given to the Parks Manager or delivered to the Morrow CountyPublic Works Department.6) The County may renew this contract every year without seeking outsideproposals. This will occur if both parties are satisfied with the existing conditionsRFP Service-Concession Food Service Operation4of the agreement. The Contractor and the County will review the agreement onor before November 30th of each year to aid in effective changes prior to seekingother proposals.Other duties of the contractor include but are not limited to:• Be knowledgeable regarding Park rules and regulations.• Be observant and responsible for conditions or situations occurring in TheLanding that would require immediate attention.• Be aware that you are a visible representative of the County and the Park, eventhough you are not a County employee and are acting solely as a Contractor.Contractor and employees shall be neat and clean in appearance and shallconduct themselves in a manner which is appropriate for persons in publicservice. They shall also be courteous, efficient and helpful to everyone in theirwork and shall do the best job possible on every assignment.• Be responsible for the cleanliness of the facility. Maintain a sanitary environmentwith daily cleaning of the kitchen, dining hall and restrooms, checking thatdispensers are full of paper products and/or soap.Additional Notes/Requirements:• All social media, electronic or digital content and or advertisement used byContractor during Contractor’s performance of the work that utilizes trademarks,name or names (in particular the name “The Landing” and “The Landing Lodge”)owned or associated with County shall be conducted in a good faith manner, andshall at all times represent The Landing in a professional manner. Administrativerights to any and all social media, electronic or digital content and oradvertisement that utilize trademarks, name or names (in particular the name“The Landing” and “The Landing Lodge”) owned or associated to County shall beprovided to the Morrow County Parks Department by Contractor. At terminationof contract, all social media or digital media must be discontinued and turnedover to County with all exclusive administrative rights. Social media as describedin this section includes, but is not limited to, the Facebook page “The LandingLodge.”• County has sole ownership of facility names: The Landing Lodge and TheLanding. Upon termination of this contract, Contractor shall cease use of thename and terms “The Landing Lodge” and “The Landing.”• Contractor shall defend, save, hold harmless, and indemnify the State of Oregonand County, their officers, employees, agents, from and against all claims, suits,or actions, losses, damages, liabilities costs and expenses of any naturewhatsoever resulting from, arising out of, or relating to the activities of Contractoror its officers, employees, subcontractors, or agents under this Contract. Alladvertising will be done at Contractor’s expense. All use of trademarks, name ornames owned or associated to Morrow County and/or Grant County in any formof advertisement, social media and/or digital media must have written permissionfrom County.• Contractor shall maintain all fiscal records relating to this Contract in accordancewith generally accepted accounting principles.
