The Alachua County Housing Authority is currently soliciting proposals for one or more companies to provide General Labor Services & Unit Turns on an as needed basis for units owned/managed by the Authority located throughout Alachua County, Fl. ACHA intends to assign one or more contracts under this solicitation. The Scope of Work includes general maintenance and unit turn around services.

No proposals received after this date and time willbe accepted. It will be the responsibility of the contractor to see that their proposal is in the officeby the specified time and date. Pricing sheets50Total100Page 2 of 10RFP FOR GENERAL LABOR CONTRACTOR & UNIT TURNS 2026PROPOSAL REQUIREMENTSGENERAL LABOR CONTRACTOR & UNIT TURNS 2026PURPOSE:It is the expressed intent of this formal Request for Proposal (RFP) to acquire one or moreprofessionals (aka “awardee” or “contractor” or “Vendor”) to provide services on an ‘as needed’basis as listed in this RFP at the Alachua County Housing Authority (hereinafter “ACHA” or“Authority”) in accordance with specifications and conditions herein. The awardee(s) will enterinto an Indefinite Quantity Indefinite Delivery “IDIQ” contract with the ACHA.SCOPE OF WORK:The Awardee(s) shall perform all required work and shall furnish all professional & skilled services,supervision, labor, materials, supplies, tools, equipment, insurance and all else required to provideservices on an as needed basis in various activities of the Authority. Services may include items aslisted in this RFP including vacant unit turn around and maintenance/repair items.The awardee(s) shall supply trained maintenance technicians to the properties owned andoperated by ACHA to perform a wide variety of building and apartment maintenance duties ofboth a skilled and semi-skilled nature. More information can be found at the USDepartment of Labor website: https://www.ecfr.gov/current/title-29Page 4 of 10RFP FOR GENERAL LABOR CONTRACTOR & UNIT TURNS 2026Immigration Reform and Control Act of 1986:By submitting a proposal, the Contractor certifies that they do not, and will not during theperformance of the contract for goods and services with ACHA, violate the provisions of theFederal Immigration Reform and Control Act of 1986, which prohibits employment of illegal aliens.E-VerifyContractors shall register with and use the E-Verify system in order to verify the workauthorization status of all newly hired employees. Contractor shall register for and utilize the U.S.Department of Homeland Security’s E-Verify System to verify the employment eligibility of:➢ All persons employed by a Contractor to perform employment duties within Florida during theterm of the contract; and➢ All persons (including sub-vendors/sub-consultants/sub-contractors) assigned by Contractor toperform work pursuant to the contract with the ACHA. The Contractor acknowledges andagrees that registration and use of the U.S. Department of Homeland Security’s E-VerifySystem during the term of the contract is a condition of the contract with the ACHA; and➢ Should vendor become the successful Contractor awarded for the above-named project, byentering into the contract, the Contractor shall comply with the provisions of Section 448.095,Fla. Stat., “Employment Eligibility,” as amended from time to time. This includes, but is notlimited to registration and utilization of the E-Verify System to verify the work authorizationstatus of all newly hired employees. Contractor shall also require all subcontractors to providean affidavit attesting that the subcontractor does not employ, contract with, or subcontractwith, an unauthorized alien. The Contractor shall maintain a copy of such affidavit for theduration of the contract.Liability:The said Contractor hereby finds himself and his successors to indemnify and save harmless ACHAand its officers, agents, or employees from all suits and actions of every name and descriptionbrought against it or them and all costs or damages to which it or they may be put, on account of,or by reason of any injury or alleged injury to the person or property of another resulting fromnegligence or carelessness in the performance of the work or in guarding the same or from anyimproper materials used in its construction or by, or on account of any act or omission of theContractor or his agents; and that the whole or so much of the monies due to the Contractor,under and by virtue of this Contract, as shall or may be considered necessary by the ACHA, shalland may be retained until all such suits and claims for damages as aforesaid shall have beensettled and evidence to that effect furnished to the satisfaction of the ACHA. The said Contractorfurther agrees to indemnify and save harmless the ACHA against any and all claims, suits ordemands that may accrue to be suffered by, or adjudicated against it by reason of any injurysustained by an employee in and about the said work under and pursuant to the provisions of theWorkman's Compensation Law or any amendments thereto, and the Contractor shall producecertificates or other satisfactory evidence of ample protection against such liability.Property Damage:It is further agreed that should any damage be done to public or private property, in consequenceof any act or omission on the part of the Contractor or his employees or agents in carrying out theContract, then the Contractor shall make such repairs as necessary in consequence thereof, atPage 5 of 10
