PURPOSE: Hall County, Georgia, a municipal entity of the State of Georgia, is issuing this Request for Qualifications and Price Proposals from highly experienced firms to provide Owners Representative Program Management Services (herein “Services”) for the construction of a Hall County Judicial Complex Expansion (herein “Project”).

It is the County’s intention to award one (1) firm for all the Services listed herein.

RFQ Post Date: Wednesday, May 21 th , 2025

Bidder’s Demonstrations: Scheduled by invitation

Bidder’s Questions Due Date: Wednesday, June 5 th , 2025

RFQ/P Due Date: Thursday, June 19 h , 2025, 2:00pm

OWNER INFORMATION: Hall County, Georgia, (herein “County”, “Owner”) serves 217,267 residents and is principally located at the Hall County Government Center (HCGC), 2875 Browns Bridge Road, Gainesville, GA 30504.

OWNER EXPECTATIONS: It is imperative that the County's program be managed, designed, and constructed with the utmost regard to cost, schedule, and quality control by all respondents. There is a clear expectation by the County and its residents that construction costs will be successfully managed within. The integrity, reputation, skills, and performance of the program management firms (herein “Bidder”, “Contractor”, “Program Manager”) must be the highest caliber to maintain confidence in the project team(s).


SCOPE OF WORK:

Under the guidance of Hall County Administration and Court Administration, it will be the responsibility of the selected party to prioritize, plan, organize, staff, direct, coordinate, review, and budget activities associated with the judicial complex. The expectation is that selected parties will provide the technical skills necessary for the successful implementation of the program.   Selected firm must have experience in and ability to commit to a multi-year program implementation, with the project scope expected to continue four or more years to completion.

BIDDING PROCESS: The County will accept sealed bids in the Purchasing Division on the fourth (4th) floor of the Hall County Government Center, located at 2875 Browns Bridge Road, Gainesville, GA 30504, Thursday, June 12th, 2025 by 2:00pm EST. Late bids may not be evaluated. All bid packets must be sealed, and be time and date stamped by the Hall County receptionist located on the 4 th floor to be considered.

Miscellaneous:
COST PROPOSALS: Bidder’s cost shall be firm and fixed for the contract term. Bidders may choose one (1) of four (4) options to list for cost; Percentage of Total Project Budget with a Guaranteed Maximum Price (list percentage), a per hour consulting cost with total estimated hours listed, a per month consulting cost based upon the project schedule estimate, or a cost per square foot price.
