Interested parties are invited to submit a bid to supplysaid items to ARRC. Bids must be submitted on the bid form contained herein and must be mailedor delivered to the above address. Bids received via E-mail will be considered non-responsive. Thebid shall be in a sealed envelope with the bid number 26-12-214319 clearly printed on the face of theenvelope. Bids must be complete and in U.S. dollars. See instructions and conditions enclosedherein.ARRC reserves the right to reject any and all bids, or any part thereof, negotiate changes in bids,accept any bids or any part thereof, waive minor informalities or defects in any bids, and not toaward the proposed contract if it is in the best interest of the ARRC.ARRC shall not be held responsible for bidder’s lack of understanding of what is required by thisbid. Car mustbe returned to the ARRC Anchorage Car Shop no later than April 27th, 2026.Tools and MaterialsAll tools and materials necessary to accomplish the repairs and painting described below are theresponsibility of the contractor.Overview of ScopeBistro car ARR 352 is constructed with steel sheeting over steel substructure and requiressandblasting exterior side sheeting to bare metal, replacing body work and repainting to keep ingood working order. This contract is specifically to blast the car sides only (to the upper side angle)to bare metal to remove and replace failing body filler material which is delaminating in largesections. After blasting, car should be primed and a minimum amount of new body filler is to beapplied and sanded to produce a fair surface without abrupt changes in curvature. Application ofpaint per Appendix B specifications and Attachment A “ARR 352 Paint and Styling Arrangement”is to follow.The Car will be provided to the Contractor with interior intact and care must be taken to ensurethat interior components are not damaged or adversely affected throughout the duration of thework. All costs associated with the repair or replacement of any portion of the interior as either adirect or indirect result of the work performed under this Contract will be the Contractor’sresponsibility.In preparation for painting, the Contactor shall remove all side facing windows (along with theirassociated gaskets), side mounted grab irons, louvers, trim, and any other appurtenances thatare not intended to be painted. All items removed from the exterior of the coaches are to belabeled, stored and protected from damage until re-installation or return to ARRC. No parts are tobe discarded. Special care is to be taken when handling the windows. All removed painted’ partsare to be stripped and repainted per the specifications in Appendix B prior to reinstallation.Coach exterior sides are to be stripped of all coatings (including body filler) and repainted perAppendix B ‘Specifications for Repainting of Passenger Cars and Locomotive Exteriors’.After removal of existing coating, an assessment of the coach’s structure is to be made byOwner’s representative with the contractor.
