PurposeThe Luzerne County Children, Youth, & Families (LCCYF) and Juvenile Probation Office (JPO)are issuing this Request for Information (RFI) to solicit information from qualified providers forthe following services:Family Preservation and Prevention Ongoing Services Ref# 0520206RFICYF1This RFI is for planning purposes only and does not constitute a solicitation for bids, proposals,or quotes.2. BackgroundLCCYF and JPO are seeking RFI’s for services to work with the children and youth involved inthe child welfare and JPO system. LCCYF will give preference to evidence-based programs, andevidence-based programs that fall under the Family First Act. These include Healthy FamiliesAmerica, Triple P, Incredible Years, Functional Family Therapy, Multisystemic Therapy,Homebuilders, and Parents as Teachers.3. Requested InformationRespondents are requested to provide the following information:• Organization name, address, and primary contact.• Overview of services currently provided relevant to this RFI.• Geographic areas served.• Description of staffing structure and qualifications.• Data demonstrating program outcomes, effectiveness, or reach (if available).• Partnerships or collaborations with other agencies.• Capacity for scaling services if needed.• Completed budget package on excel.4. Response FormatResponses may be submitted electronically in PDF format toCYF.RFISubmissions@luzernecounty.org no later than June 17th, 2026 at 4:00PM.5. Scope of WorkFamily Preservation and Prevention Ongoing ServicesLCCYF is requesting proposals from interested parties who can provide ongoing generalprotective services for families who are accepted for continued services by the county agency.These families have children who are experiencing truancy, behavior/mental health concerns,drug/alcohol problems, parent/child conflict, and other concerns as agreed upon by the providerand agency.The FPPOS staff are responsible for following general and child protective services regulationsas outlined in the Pennsylvania Code as well as the child protective services law. The FPPOSworker and supervisor will maintain case records in accordance with these regulations. They willcomplete the mandated paperwork for regulatory compliance. The FPPOS worker will berequired to see all children in the family, in their home, every 30-calendar days as per regulation.The FPPOS worker and supervisor will be expected to testify in court proceedings.Provider shall make referrals to community as well as LCCYF contracted providers to meetgoals on the service plans. Provider shall consider Evidence-Based Programs first when makingreferrals to community partners.On a weekly basis, the provider will complete and submit statistics to the county agency.The FPPOS supervisory staff will attend supervisory meetings and any other county meetings offunctions in order to successfully complete the service.
