Summary
The County of Solano, Department of General Services, Capital Projects Management (CPM) Division is issuing a Request for Qualifications (RFQ) to identify and select qualified consulting firms to provide a range of on-call planning, environmental review, and technical support services on an as-needed basis. The purpose of this RFQ is to define the County's minimum requirements, solicit Statements of Qualifications (SOQ), and gain adequate information by which the County may evaluate the services offered by responding firms.
The County seeks firms capable of supporting capital improvement projects and land use entitlement applications through services that may include California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) compliance, environmental review and documentation, hazardous materials testing and inspection, geotechnical support, and land use planning. Responding firms may respond to one or more service areas.
Selected firms will enter into on-call master agreements and may be assigned work on a project-by-project or task-by-task basis. The County anticipates contracting with multiple firms for an initial three‑year term, with the option to extend up to a total of five years.


Background

The County of Solano, CPM is the primary agency which provides in-house and/or out sources all project/construction management and architectural/engineering services required to successfully deliver capital improvement projects on behalf of the County. These projects include a wide variety of new construction, renovation/rehabilitation, site improvements, tenant improvements, and historic preservation projects. CPM manages a project portfolio with an estimated cumulative value more than $100 million in FY 2025-2026.

Project Management and Organization

Environmental, Hazardous Material, Geotechnical, and Land Planning Contractors/Owner’s Representatives: The selected firm will serve as the County’s advocate and designated representative, functioning as an extension of the Capital Projects Management (CPM) Division. Under the oversight of the CPM Division, the firm will coordinate with County departments and agencies while providing professional environmental consulting services and technical expertise to support project management and design activities within the public works context. All work must comply with applicable laws, codes, regulations, and County standards. The firm will also be responsible for delivering a comprehensive range of hazardous materials evaluation and monitoring services that align with current regulatory requirements and the County’s project management processes. For land use entitlement processing, the firm must provide qualified personnel who are familiar with and able to apply the Solano County Code to ensure the timely and effective processing of planning entitlement applications under the direction of County staff.

Executive Committee: This group has authority to make final decisions concerning project issues that are outside the established scope, cost and schedule of each project/work effort. This committee, whose composition may vary from project to project, consists of representatives from the Executive Management Group of County personnel. The selected firm may be called on as required to provide or coordinate provision of graphic information and make presentations before the Executive Committee to facilitate issue resolution.

Steering Committee: This group has authority to make final decisions concerning project issues within the project’s established scope, cost and schedule. This committee normally consists of representatives from various County Departments/Divisions who are stakeholders in the project. The selected firm may be called-on to provide (or coordinate provision of) graphic information, make presentations before the Steering Committee to facilitate issue resolution.

Work Group: This group, who performs the day-to-day work required to progress each project/work effort, implements the decisions made by the Executive/Steering Committees and formulates recommendations for consideration by these committees. This group, whose composition may vary from project to project, consists of representatives from various County Departments/Divisions who are stakeholders in the project/work effort. The selected firm will provide technical information and recommendations to the Work Group as required pertaining to Environmental Consulting (CEQA/NEPA) Services performed by the selected firm. The selected firm may be called on as required by the Work Group as required to provide or coordinate provision of graphic information and make presentations before the Work Group to facilitate issue resolution.

General Services Department, Capital Projects Management Division: Officially acts as the managing Department/Division in carrying out the day to day responsibilities of developing/managing projects.

Authorities Having Jurisdiction: The Department of Resource Management acts as the primary local regulatory authority having jurisdiction in matters regarding building codes, planning and environmental issues for County-owned projects. Other agencies, such as city fire departments, will also have regulatory authority over specific aspects of the work performed under the agreements resulting from this solicitation. Depending on specific project needs, other federal, state, and local agencies may also be authorities having jurisdiction.
