Summary

The City of St. Louis, through its Department of Public Safety, City Emergency Management  Agency, is seeking proposals for Professional Title Services. The City of St. Louis Emergency Management Agency (CEMA) has been working with State and Federal agencies to develop and implement programs designed to help homeowners and tenants who experienced damage from flooding in July 2022 in the City of St. Louis.

CEMA will maintain a list of all firms or individuals requesting copies of the RFP and will ensure that copies of all questions and responses shall be made available in writing to each firm on such list, when requested. 1. Purpose and Intent
The City of St. Louis through its Department of Public Safety City Emergency Management
Agency is seeking proposals for Professional Title Services. The City of St. Louis Emergency
Management Agency (CEMA) has been working with State and Federal agencies to develop and
implement programs designed to help homeowners and tenants who experienced damage from
flooding in July 2022 in the City of St. Louis.
The purpose of this RFP is to promote and ensure the fairest, most efficient means to obtain the
benefits of the most qualified, responsive, and responsible proposal. Hereinafter, organizations
interested in submitting a proposal in response to this RFP shall be referred to as “Respondents.”
2. Scope of Services & Project Objectives
All properties in the scope of this work for this RFP are residential property. No commercial
property is included.
In accordance with the buyout policy, CEMA must procure a qualified title company to complete
title searches, provide title insurance, and manage the property closings. The City estimates, but
does not guarantee, the acquisition of approximately seven (7) properties.
CEMA reserves the right to reject any and all bids.
3. Required Qualifications & Certifications
Respondent and any proposed subcontractors must possess, and will maintain, a valid City of St.
Louis Business License at the time of execution of the contract or a legally valid waiver of license.
Respondent must be appropriately licensed to perform the intended work.
Respondent shall, as a part of the proposal, submit a minimum of three (3) business references
including contact name, telephone number, and address. At least one of these references must be

from a customer to whom the respondent has provided substantially the same services at
substantially the same level and volume as described in this solicitation.
Respondent is responsible for reviewing the entire RFP to determine whether it has provided
responsive answers to all required portions of this RFP.
4. Method of Compensation
CEMA anticipates that any contract entered into for the services described in this RFP will not
exceed $10,500.00. Funding is subject to annual appropriations.
The requested services may be billed on upon completion of deliverables.
Invoices for payment shall be submitted to CEMA. The City of St. Louis’ normal payment terms
are net 30 days. Billing by the job or work order is the normal procedure. See also Expense
Proposal, Appendix 5.
Payment shall be conditioned upon receipt of appropriate, accurate, and acceptable invoices
submitted in a timely manner with supporting documentation as required by CEMA.
Invoices must not contain any terms, provisions, or conditions, which are in addition to or in
conflict with any Contract entered into pursuant to this RFP. Further, all purchases and charges
pursuant to any Contract entered into pursuant to this RFP are tax exempt. Therefore, no tax is
to be passed through or billed to the City or included within fixed lump sum charges in any
manner whatsoever. Any invoice missing the correct documentation will be returned for proper
submission on the following billing cycle. Costs not outlined in this proposal will not be paid by
the City.
All payments under any Contract entered into pursuant to this RFP are subject to the City’s
Charter, ordinance authority, and annual fiscal appropriation.
Issuing this RFP does not commit the City to pay for any costs incurred by a Respondent in the
submission of a proposal, evaluating the possibility of submitting a proposal, or for any cost
incurred prior to the City and Contractor’s full execution of a formal written Contract to the
successful Respondent.
